보령시는 최근 에너지 및 물가 상승으로 가계 부담이 한계치에 다다랐다고 판단, 부시장을 단장으로 하는 ‘고유가 피해지원금 전담 TF’를 긴급 가동했다. 

시는 읍면동 행정복지센터에 전담 창구를 상시 운영해 시민들이 복잡한 절차 없이 신속하게 지원을 받을 수 있도록 행정 역량을 총동원할 방침이다.

우선적인 수혜 대상은 경제적 취약계층이다. 1차 지급 대상은 기초생활수급자, 차상위계층, 한부모가족 등 총 7,638명으로 확정됐다. 

지원 금액은 소득 계층별로 차등을 두되, 보령시가 ‘인구감소 특별지원지역’인 점을 고려해 추가 혜택을 더했다. 

이에 따라 기초수급자는 60만 원, 차상위·한부모가족은 50만 원을 받게 된다.

접수는 오는 4월 27일부터 5월 8일까지 2주간 진행된다. 시행 첫 주에는 신청자가 몰릴 것에 대비해 출생연도 끝자리를 기준으로 한 ‘요일제’를 적용한다. 

온라인 신청은 카드사 홈페이지나 ‘지역사랑상품권(Chak)’ 앱에서 가능하며, 오프라인은 시중 은행 영업점이나 주소지 행정복지센터를 방문하면 된다. 

특히 시는 거동이 불편한 고령자와 장애인을 위해 ‘찾아가는 신청’ 서비스를 병행해 복지 사각지대를 원천 차단한다는 계획이다.

지원금은 신용·체크카드 충전이나 선불카드, 모바일 보령사랑상품권 중 선택해 수령할 수 있다. 

사용처는 보령시 관내 가맹점으로 제한되며, 연 매출 30억 원 이하 소상공인 업체에서만 쓸 수 있어 침체된 지역 골목상권에도 온기를 불어넣을 것으로 보인다. 

다만 대형마트나 유흥업소 등 일부 업종은 사용이 제한된다.
