학령인구 절벽이라는 거대한 파고 앞에서 충남 교육의 체질을 근본적으로 바꾸겠다는 역발상 전략이 제시됐다. 

김영춘 충남교육감 예비후보는 17일 부여군에서 열린 ‘충남교육 대혁신 간담회’에 참석해 학령인구 감소로 인한 폐교 위기를 충남 교육 혁신의 결정적 기회로 전환하겠다며 이른바 ‘강소학교(强小學校) 3대 패키지 정책’을 공식 발표했다.

이날 김 예비후보는 부여군 내에서만 매년 2~3개 학교가 문을 닫는 참담한 현실을 지적하며, 학교의 소멸은 단순한 교육 기관의 감소를 넘어 지역 공동체의 붕괴로 이어지는 중차대한 사안이라고 진단했다. 

그는 지금을 정책 전환의 ‘골든타임’으로 규정하고, 현상 유지에 급급했던 기존의 소규모 학교 정책에서 벗어나 선택과 집중을 통한 ‘강한 거점학교’ 육성론을 내세웠다.

김 예비후보가 공약한 강소학교 모델은 교육의 질을 대도시 수준 이상으로 끌어올려 오히려 학생들의 유입을 유도하는 구조를 갖추고 있다. 

이를 실현하기 위한 첫 번째 방안으로 AI 기반의 그린스마트스쿨을 선제적으로 구축해 소규모 학교에서도 첨단 디지털 교육을 완벽히 구현하는 미래형 인프라 조성을 약속했다.

또한 통학버스 전면 지원과 방과후 프로그램의 전면 무상화를 시행함으로써 학부모의 정주 여건을 개선하고 교육비 부담을 획기적으로 낮추는 교육복지 강화안을 3대 패키지의 핵심으로 꼽았다.

방치된 폐교 부지에 대한 구체적인 활용 방안도 눈길을 끌었다. 

김 예비후보는 폐교를 단순히 비워둘 것이 아니라 지역의 역사와 문화를 간직한 전시 공간이나 주민 커뮤니티 시설로 탈바꿈시켜야 한다며 폐교의 문화 거점화 전략을 역설했다.

특히 정책의 실효성을 높이기 위해 주민과 지자체, 교육청이 함께 참여하는 ‘민·관·학 협력체’ 구성을 제안했다. 

이를 통해 거점학교 육성과 폐교 활용 계획을 조기에 확정 짓고, 공공 목적의 활용을 가로막는 제도적 걸림돌을 과감히 정비하겠다는 의지를 피력했다.

김 예비후보는 작지만 강한 학교를 통해 충남 교육의 새로운 이정표를 세우겠다며 지역과 학교가 함께 살아나는 상생의 모델을 반드시 증명해 보이겠다고 강조했다.
