충남 부여군이 케이워터(K-water)와 협력해 추진 중인 지방상수도 현대화 사업을 통해 연간 79억 원 규모의 예산 절감 효과를 거둘 것으로 보인다.

군은 지난 2017년부터 노후 관로를 정비하고 블록시스템을 구축해 땅속으로 새는 수돗물을 차단하는 데 주력해 왔다.

1차 사업을 마무리한 결과 부여읍 등 주요 지역의 유수율은 2017년 50.5%에서 2022년 87.0%까지 상승했다. 이를 통해 연간 190만㎥의 누수를 방지했으며 수돗물 생산 비용 48억 원을 아끼는 성과를 냈다.

군은 사업 종료 뒤에도 성과를 유지하기 위해 ‘포스트 현대화 사업’을 도입해 운영 효율을 높이고 있다. 2025년 기준 누수 예방과 관리 기술 지원을 통해 수돗물 생산 및 유지 관리 비용 등 총 52억 원의 원가를 절감했다.

현재 홍산면과 은산면에 188억 원을 투입해 2028년까지 유수율 85% 달성을 목표로 하는 후속 사업을 진행하고 있다. 

세도면과 장암면 일대를 대상으로 한 2차 사업 예산 147억 원도 확보해 연간 17억 원의 생산 비용을 추가로 절감할 계획이다. 

절감한 예산은 노후 수도 시설 개선에 재투자해 지역 주민의 물 복지를 향상하는 선순환 구조의 기반이 될 전망이다. 

이석청 상하수도사업소장은 사업을 성공적으로 마무리해 안정적인 용수 공급 체계를 구축하고 주민 생활 편의를 높이겠다고 밝혔다.

Since 2017, the county has focused on repairing aging pipelines and establishing block systems to prevent tap water from leaking underground.

As a result of completing the first phase of the project, the water loss rate in major areas, including Buyeo-eup, rose from 50.5% in 2017 to 87.0% in 2022. This prevented 1.9 million cubic meters of leakage annually and resulted in savings of 4.8 billion won in tap water production costs.

To maintain these results even after the project concludes, the county is enhancing operational efficiency by introducing a "Post-Modernization Project." As of 2025, a total of 5.2 billion won in costs, including tap water production and maintenance expenses, was saved through technical support for leak prevention and management.

Currently, follow-up projects are underway in Hongsan-myeon and Eunsan-myeon, investing 18.8 billion won with the goal of achieving an 85% water loss rate by 2028.

A budget of 14.7 billion won has also been secured for a second phase of the project targeting the Sedo-myeon and Jangam-myeon areas, with plans to save an additional 1.7 billion won in annual production costs.

The saved budget is expected to be reinvested in improving aging water facilities, laying the foundation for a virtuous cycle that enhances the water welfare of local residents.

Lee Seok-cheong, Director of the Water and Sewerage Business Office, stated that he would successfully complete the project to establish a stable water supply system and improve the convenience of residents' lives.
