295억 투입해 문화·체육·돌봄 망라한 생활 SOC 복합화 시설 건립

산서-산동 지역 격차 해소, 4개면 주민 위한 커뮤니티 허브 역할 기대

그동안 상대적으로 문화·복지 혜택에서 소외됐던 청양 산동권 지역에 주민들의 삶의 질을 바꿀 대규모 복지 거점이 들어섰다.

충남 청양군은 1일 정산면 서정리(구 정산중 부지)에 총사업비 295억 원을 투입한 '정산다목적복지관'이 준공 했다고 밝혔다.

 '정산다목적복지관' 준공은 민선 7기부터 공을 들여온 '생활 SOC 복합화 사업'의 결실로, 청양읍 중심의 산서 지역에 편중됐던 행정·문화 인프라를 산동권(정산·목·청남·장평)까지 확장했다는 점에서 의미가 크다.

이번 복지관 건립은 교육지원청과의 협의를 통해 확보한 폐교 부지를 활용했다는 점과, 기획 단계부터 주민 토론회와 설문조사를 거쳐 실질적인 수요를 반영했다는 점이 특징이다. 

단순히 건물 하나를 짓는 것을 넘어 국·도비 확보를 통해 사업 타당성을 높이고 체육, 돌봄, 여가 기능을 한곳에 모은 복합 공간으로 설계됐다.

복지관은 지하 1층, 지상 2층 규모로 조성됐으며 세부 시설은 다음과 같다.

1층 (소통과 돌봄)에는 유아 놀이체험실, 다함께돌봄센터(초등 돌봄), 장애인사랑방, 실내체육관, 2층 (문화와 교육)에는 청소년문화의집(동아리실·댄스실), 생활문화센터, 체력단련실이 들어섣고, 외부 시설로는 농구장, 쉼터, 대형 주차장(30여 대 규모) 등이 조성돼 있다.

이러한 구성은 영유아부터 어르신까지 전 세대를 아우르는 것은 물론, 장애인과 청소년 등 특정 계층을 위한 전문 공간까지 확보해 촘촘한 복지망을 구현했다.

청양군은 이미 준공된 청양읍 '청양행복누리센터'와 이번 정산다목적복지관을 양대 축으로 삼아 지역 내 복지 격차를 해소한다는 구상이다. 여기에 현재 건설 중인 '청소년 힐링&문화 복합센터'가 내년 상반기 문을 열면, 전 지역을 잇는 체계적인 복지 인프라가 완성될 전망이다.
