내년 3월 국민건강보험공단 위탁 시행을 앞두고 세종시교육청이 ‘학생 건강검진 제도개선 3차 시범사업’을 추진한다고 1일 밝혔다.

이번 사업은 기존 학교 중심 검진 방식에서 벗어나 국민건강보험공단에 검진을 위탁하고, 학생이 희망하는 검진기관을 직접 선택·방문하는 방식으로 운영된다. 

기존에는 학교장이 지정한 기관이나 출장검진 방식으로 운영돼 일정과 기관 선택에 제약이 있었으나, 시범사업을 통해 학생과 학부모의 선택권과 이용 편의성이 크게 확대된다. 

대상은 세종시 전체 초등학교 1·4학년, 중학교 1학년, 고등학교 1학년 등 약 6만 5천여 명이며, 강원 원주·횡성과 공동으로 추진된다. 

특히,시범사업에서는 현행 학생 건강검진 항목에 더해 검진 의사에 의한 교육·상담이 새롭게 도입된다.

약물 오·남용, 흡연·음주 예방, 비만 관리 등 학생 연령 특성에 맞춘 건강교육을 통해 질병의 검진에서 예방 중심으로 건강관리 기능이 강화된다. 

검진 결과 관리 방식도 개선된다. 기존 종이 결과물 중심으로 학교에서 관리하던 방식에서 벗어나, 국민건강보험공단의 건강정보시스템을 통해 검진 결과를 통합 관리돼 학생과 보호자가 언제든지 열람이 가능해질 전망이다.

아울러 정밀검사가 필요한 학생 정보는 교육행정정보시스템(NEIS)과 연계돼 학교에서 체계적인 사후관리도 가능해진다. 

이번 사업을 통해 학생 건강검진의 생애주기별 연계 기반을 마련하고, 학교의 행정 부담을 경감하는 동시에 학생 맞춤형 건강관리 체계를 강화한다는 계획이다.

구연희 교육감 권한대행은 “시범사업을 통해 학생 건강검진을 보다 체계적이고 효율적으로 개선하는 중요한 전환점이 될 것.”이라며“학생과 학부모가 신뢰하고 만족할 수 있는 건강검진 환경을 조성하고, 향후 전면 위탁 시행이 안정적으로 정착될 수 있도록 지속적으로 노력하겠다.”라고 말했다.

Furthermore, information on students requiring detailed examinations will be linked with the National Education Information System (NEIS), enabling systematic follow-up management at schools.

Through this project, the City Office of Education plans to establish a foundation for linking student health checkups across the entire life cycle, reduce the administrative burden on schools, and further strengthen the customized health management system for students. Acting Superintendent Gu Yeon-hee stated, “This pilot project will serve as an important turning point for improving student health checkups in a more systematic and efficient manner.” She added, “We will continue our efforts to create a health checkup environment that students and parents can trust and be satisfied with, and to ensure that the full-scale outsourcing of these services is stably established in the future.”
