더불어민주당 세종시장 예비후보 조상호가 당내 경선 무대에서 세대교체와 행정수도 완성을 앞세워 본선 경쟁력을 부각했다. 세종시장 선거가 단순한 인물 경쟁을 넘어, 지난 선거 패배 이후 민주당이 어떤 방식으로 도시의 다음 단계를 설계할 것인지를 가르는 선택이라는 점을 전면에 내세운 것이다.

조 예비후보는 1일 오후 민주당 중앙당에서 열린 본경선 합동연설회에서 이번 경선을 과거와 미래의 대결로 규정하며, 기존 방식과 기존 인물로는 본선 승리를 장담할 수 없다고 주장했다. 두 차례 세종시장 선거 패배를 거론하며 인물교체와 세대교체, 비전의 전환이 함께 이뤄져야 한다는 메시지를 던진 셈이다. 이날 합동연설회에는 고준일 전 세종시의회 의장, 김수현 민주당 대표 특보, 이춘희 전 세종시장, 조상호 전 세종시 경제부시장, 홍순식 충남대 겸임교수 등 5명이 참여해 각자 12분씩 공약과 강점을 발표했다.

시민 참여를 앞세운 공약도 내놨다. 조 예비후보는 상가 공실, 교통 불편, 일자리 부족 같은 생활 현안을 시민이 직접 기획하고 결정하는 구조로 풀기 위해 시민청 설립을 약속했다. 교육 문제와 관련해서는 종합국립대학교와 한국예술종합학교 유치를 통해 세종을 떠나는 교육 이탈 수요를 줄이겠다고 밝혔다. 다만 이런 공약들이 실제 실현력을 갖추려면 중앙정부 협의, 재정 조달, 행복도시계획과의 정합성 같은 후속 검증도 함께 뒤따라야 할 것으로 보인다. 

민주당 세종시장 경선은 이제 본격적인 경쟁 국면에 들어섰다. 4일에는 합동토론회가 예정돼 있고, 4일부터 6일까지 1차 경선이 치러진다. 과반 득표자가 없으면 상위 1·2위 후보를 대상으로 결선투표가 이어진다. 

이번 경선의 관건은 상징과 이력 경쟁을 넘어, 누가 세종시 행정수도 완성과 민생 회복이라는 두 과제를 가장 설득력 있게 묶어낼 수 있느냐에 모일 가능성이 크다.
