충남 서산시가 지방 저가 주택 기준 상향 조정에 따라 공시가격 2억 원 이하 주택 취득자를 대상으로 중과 취득세 직권 환급을 실시한다. 

이는 지난 4월 29일 지방세법 시행령이 개정되면서 지방 저가 주택의 공시가격 기준이 기존 1억 원에서 2억 원으로 상향 조정된 데 따른 후속 조치다.

이번 직권 환급 대상은 올해 1월 2일 이후 서산시 관내에서 공시가격 2억 원 이하 주택을 취득하고, 개정 전 시행령에 따라 다주택자 중과세율을 적용받아 취득세를 납부했던 서산 시민 누구나 적용된다.

시행령 개정으로 이제 서산시 관내 다주택자가 공시가격 2억 원 이하 주택을 추가 매입하더라도 취득세는 중과세율이 아닌 기본세율 1%가 적용된다.

이에 따라 1월부터 4월 29일까지 기존 중과세율로 취득세를 납부한 시민들은 기본세율과의 차액을 돌려받게 된다. 서산시는 별도의 신청 절차 없이 환급 대상자들에게 납부했던 계좌로 5월 중 환급금을 입금할 예정이다. 시가 추산한 총 환급 예상 금액은 약 2억 5천여만 원 이다.

조충희 서산시 세정과장은 "이번 시행령 개정과 직권 환급이 서산 시민들의 중과세 부담을 완화하고 지역 내 주택 거래 활성화에도 긍정적인 효과를 가져올 것으로 기대한다"고 밝혔다.
