제1차 총회 개최… 작년 72건 사업에 75억 4천만 원 투입 본격 추진

충남 천안시가 시민이 직접 예산 편성 과정에 참여해 지역의 필요한 사업을 결정하는 ‘주민참여예산제’의 닻을 올렸다. 

천안시는 11일 시청 대회의실에서 주민참여예산위원회 제1차 총회를 열고, 시민 중심의 민주적 예산 운영을 위한 올해의 구체적인 로드맵을 확정했다.

이번 총회에는 위원들과 관계 공무원 등 100여 명이 참석해 지난해 거둔 성과를 공유하고, 올해 운영 방향에 대해 머리를 맞댔다. 

특히 시는 지난해 주민들의 제안을 거쳐 최종 선정된 72건의 사업을 위해 올해 본예산에 총 75억 4,000만 원을 편성했으며, 이들 사업을 차질 없이 추진해 시민 삶의 질을 실질적으로 높여 나갈 방침이다.

올해 천안시 주민참여예산제의 가장 큰 특징은 참여 방식의 다변화와 전문성 강화다. 시는 시민들이 일상에서 편리하게 의견을 낼 수 있도록 '천안사랑카드' 앱을 활용한 시민투표 방식을 전격 도입한다. 

또한, 사례 중심의 맞춤형 예산학교를 운영하고 성인지 예산 교육을 병행해 주민들이 제안하는 사업의 질적 수준을 한층 끌어올릴 계획이다.

올해의 추진 일정은 내달 제안사업 공모를 시작으로 막을 올린다. 이후 접수된 아이디어들에 대해 사업성 검토와 온라인 시민투표를 거친 뒤, 오는 8월로 예정된 제2차 총회에서 2027년도 예산에 반영될 최종 사업들이 확정된다.

정명섭 주민참여예산위원장은 “주민의 눈높이에서 생활 속 작은 불편함을 발굴하고 이를 개선할 정책을 제안함으로써, 천안시에 실질적인 변화를 만들어내는 마중물 역할을 하겠다”고 포부를 밝혔다.

김석필 천안시장 권한대행 부시장은 “주민참여예산제는 시민 한 분 한 분의 관심이 모여 완성되는 진정한 지방자치 모델”이라며 “주민의 소중한 의견이 예산이라는 그릇에 빠짐없이 담겨 시민 모두가 공감하는 행정이 펼쳐질 수 있도록 지원을 아끼지 않겠다”고 강조했다.
