지난 3일 정부세종컨벤션센터에서 열린 '2025년 한국지방자치학회 추계국제학술대회'에서 '충청광역연합의 발전 전략과 연합의회의 역할 강화'를 주제로 하는 세션이 개최됐다. 

충청광역연합의회에 따르면 이번 세션은 한국지방자치학회가 주관하고 충청광역연합의회와 충청광역연합 공동 주최로 참여해, 전국 최초의 특별지방자치단체인 충청광역연합의 제도적 한계를 진단하고 의회의 실질적인 역할 강화 방안을 모색하기 위해 마련됐다. 

특히 이번 세션에는 충청광역연합의회 의원들이 주도적으로 참여해 현장의 목소리를 전달했다. 충청광역연합의회 유인호 부의장이 좌장을 맡아 전체 토론을 이끌었으며, 충청광역연합의회 김현미 의원, 이수현 연합사무처장 등 관련 전문가들이 토론자로 참여했다. 

이날 세션에서 최환용 한국법제연구원 선임연구위원은 '특별지방 자치단체의 제도적 한계와 발전 방안'을, 민현정 광주연구원 선임연구위원은 '광주·전남 특별광역연합 추진에 따른 특별광역 연합의회 위상과 역할 구상'을 주제로 발제했다. 

이어진 토론에서 김현미 의원, 김용운 교수를 비롯한 토론자들은  "전국 최초로 출범했지만 여전히 재정, 사무 권한 등 실질적 운영 기반이 취약하다"고 지적하며, 안정적 재정 확보 방안, 국가사무의 적극적 이양, 연합의회의 견제 및 감시 기능 강화 방안 등에 대해 심도 있는 논의를 펼쳤다.

좌장을 맡은 유인호 부의장은 “충청광역연합이 출범 1주년을 앞두고 제도적 기반과 인력·재정 여건을 강화해야 지속 가능한 연합으로 발전할 수 있다”며 “충청권 4개 시·도가 체감할 수 있는 협력 효과를 위해서는 중앙정부의 재정 지원과 법·제도적 뒷받침이 절실하다”고 밝혔다. 이어 “충청광역연합의회가 지방분권시대의 선도적 협치 모델로 자리 잡길 기대한다”고 덧붙였다.

한편, '초광역권 발전전략과 행정수도완성'을 대주제로 열린 2025년 한국지방자치학회 추계국제학술대회는 11월 3일부터 4일까지 양일간 정부세종컨벤션센터에서 개최된다.

On the 3rd, at the "2025 Korean Association of Local Autonomy Fall International Conference," held at the Sejong Government Convention Center, a session titled "Chungcheong Metropolitan Association Development Strategy and Strengthening the Role of the Federation Council" was held.

According to the Chungcheong Metropolitan Association Council, this session, hosted by the Korean Association of Local Autonomy and co-hosted by the Chungcheong Metropolitan Association Council and the Chungcheong Metropolitan Association, was designed to assess the institutional limitations of the Chungcheong Metropolitan Association, the nation's first special local government, and explore ways to strengthen the council's practical role.

Notably, Chungcheong Metropolitan Association Council members actively participated in this session, conveying their voices from the field. Chungcheong Metropolitan Association Vice Chairman Yoo In-ho moderated the plenary discussion, and related experts, including Chungcheong Metropolitan Association Council Member Kim Hyun-mi and Federation Secretary General Lee Su-hyeon, participated as panelists.

In this session, Choi Hwan-yong, Senior Research Fellow at the Korea Legislation Research Institute, presented on "Institutional Limitations and Development Plans for Special Local Governments," while Min Hyeon-jeong, Senior Research Fellow at the Gwangju Institute, addressed "The Status and Role of the Special Metropolitan Council in the Gwangju-Jeonnam Special Metropolitan Council."

In the ensuing discussion, panelists, including Representative Kim Hyun-mi and Professor Kim Yong-woon, pointed out that "despite being the first of its kind in the nation, its operational foundations, including financial and administrative authority, remain weak." They engaged in in-depth discussions on measures to secure stable finances, proactively transfer national affairs, and strengthen the checks and balances of the council.

Vice Chairperson Yoo In-ho, who moderated the discussion, stated, "As the Chungcheong Metropolitan Council approaches its first anniversary, it must strengthen its institutional foundation, human resources, and financial resources to develop into a sustainable federation." He added, "For the four cities and provinces of the Chungcheong region to experience tangible cooperative effects, central government financial support and legal and institutional support are essential." He added, "I hope the Chungcheong Metropolitan Council will establish itself as a leading model of cooperation in the era of local decentralization."

Meanwhile, the 2025 Korean Local Autonomy Association Fall International Conference, themed "Super-metropolitan Area Development Strategy and Completion of the Administrative Capital," will be held at the Sejong Government Convention Center from November 3rd to 4th.
