충남 홍성군이 다시 한 번 탁월한 행정력을 입증하며 지방자치의 새로운 이정표를 세웠다. 충청남도가 주관한 ‘2024년 국가 위임사무 등에 대한 시군평가’에서 군 단위 1위를 차지하며 4년 연속 정상 자리를 굳건히 지킨 것이다.

이번 평가는 국정 과제와 연계된 96개 지표를 기준으로 도내 15개 시·군을 대상으로 진행됐다. 정량지표 81개, 정성지표 15개로 구성된 평가에서 홍성군은 두 부문 모두에서 압도적인 성과를 거뒀다. 

특히 정량평가에서는 81개 지표 가운데 77개에서 최고 등급인 ‘탁월’을 받았고, 정성평가에서도 15개 우수사례 중 14개가 전문가 평가에서 우수사례로 선정되며 종합 1위에 올랐다.

이번 성과로 홍성군은 행정 역량을 객관적으로 인정받는 동시에 2억 원 규모의 재정 인센티브를 확보했다. 여기에 우수 실적을 낸 부서와 공직자에 대한 별도 포상도 이루어질 예정이다.

홍성군의 이러한 성과는 단순한 연속 수상에 그치지 않는다. 앞서 혁신평가와 적극행정 평가에서도 각각 우수기관으로 선정된 데 이어, 이번 시군평가까지 1위를 기록하며 ‘행정능력 트리플 크라운’을 달성하는 진기록을 남겼다. 전국적으로도 보기 드문 사례다.

군은 이번 수상을 계기로 내년 평가 준비에도 발 빠르게 착수했다. 정성지표는 이미 작성 틀을 완성해 외부 전문가의 컨설팅을 받고 있으며, 정량지표에 대해서는 지휘부 보고체계 강화, 월 1회 이상 전략회의, 부서장 대상 보고대회 등을 정례화해 대응체계를 한층 강화하고 있다. 

올해를 기준으로 다수 정량지표에서 이미 ‘탁월’ 등급 달성이 예상된다는 점에서, 내년 평가에서도 안정적 성과가 기대된다.

홍성군 관계자는 “이번 수상은 전 공직자가 군민의 행복과 지역 발전을 위해 불철주야로 흘린 땀의 결실”이라며 “앞으로도 행정 서비스의 품질을 높이고, 군민이 체감할 수 있는 성과 중심의 정책을 이어가겠다”고 말했다.

한편, 시군평가는 국정 및 도정의 주요 위임사무를 기준으로 시·군별 행정력과 추진 실적을 정밀하게 검토하는 충청남도의 대표 행정 평가로, 지방자치단체 간 경쟁력을 가늠하는 핵심 척도로 자리 잡고 있다.
