세종특별자치시가 어린이집 급식에 친환경 농산물 전용 바우처 카드를 도입하며, 공급 방식부터 지원 품목까지 전면 손질에 나섰다. 

세종시는 5일 시청 세종실에서 세종시어린이집연합회, 농업회사법인 세종로컬푸드주식회사, NH농협은행 세종본부와 ‘어린이집 친환경급식 지원체계 구축’을 위한 업무협약을 체결했다. 

그동안 세종시는 공공급식지원센터와 세종시민체육관을 통해 세종산 전통된장과 친환경 쌀 두 품목을 연 2∼3차례 정해진 시기에만 현물로 일괄 공급해 왔다. 

공급 품목과 시점이 제한적이다 보니 어린이집의 실제 수요를 세밀하게 반영하기 어렵고, 급식 운영의 탄력성도 떨어진다는 지적이 있었다.

새 체계에서는 관내 싱싱장터 1∼4호점이 ‘친환경 급식 플랫폼’ 역할을 한다. 각 어린이집은 시에서 지원하는 전용 카드를 활용해 싱싱장터에서 원하는 시기에 필요한 양만큼 식재료를 직접 구매할 수 있다. 

세종시는 관내 어린이집 284곳을 대상으로 연간 약 4억 원 규모 예산을 투입해 바우처를 지원할 계획이다.

지원 품목도 크게 넓어졌다. 

기존 두 품목에서 벗어나 친환경 인증 농산물 전 품목으로 확대하는 동시에, 된장·고추장·간장 등 Non-GMO(비유전자변형) 콩 가공품, 무항생제 이상 등급의 계란, 동물복지 기준을 충족한 축산물까지 포함했다.

역할 분담도 뚜렷하다. 

세종로컬푸드㈜는 친환경 인증 품목만 결제가 가능하도록 전산 시스템을 구축·운영하고, 품질·안전 관리를 강화한다. NH농협은행 세종본부는 전용 바우처 카드 발급과 결제·정산 시스템을 전액 무상 지원해 현장 행정 부담을 덜어준다. 

세종시어린이집연합회는 친환경 식재료 우선 사용과 안전한 급식 문화 확산에 나서 현장의 실질적 안착을 돕는다.

세종시는 이번 협약이 어린이집의 자율성과 선택권을 높이는 동시에, 영유아기의 건강한 식습관 형성을 뒷받침하고 지역 친환경 농업의 안정적인 판로를 여는 계기가 될 것으로 내다보고 있다.
