세종시가 6월 19일 국정기획위원회에 ‘국정과제 정책제안서’를 제출하며 행정수도 세종시의 지위 확립과 기능 강화를 위한 구체적인 청사진을 제시했다. 

이번 제안서는 새 정부의 국정과제에 반영하기 위해 시 간부회의를 거쳐 지난 17일 최종 확정된 것으로, 세종시의 미래 발전과 행정수도 완성을 위한 7대 분야 44개 과제를 담고 있다.

우선, 세종시는 국회 세종의사당과 대통령 집무실을 임기 내 완공하는 대선공약 이행을 핵심 목표로 삼았다. 이를 기반으로 행정수도의 법적 지위 명문화, 중앙행정기관 및 공공기관 이전 확대, 이전 기관 종사자의 정주 여건 개선 등이 주요 내용이다. 

또한 지방분권 종합타운 조성 등 필수 인프라 구축을 통해 행정수도 완성 방안을 구체화했다.

교통 분야에서는 광역급행철도(CTX)의 조속한 추진을 비롯해 제2외곽순환도로 건설, 첫마을 IC 신설, 국지도 96호선 지하차도 건설 등 주요 교통 인프라 개선 과제를 제안했다. 이와 함께 간선급행버스체계(BRT)를 중심으로 한 친환경 대중교통 시스템과 지역화폐와 연계된 통합 교통패스 도입 계획도 포함됐다.

공공 인프라 조성 측면에서는 중부권 의료서비스 강화를 위한 중입자가속기 암치료센터와 국립의과대학·종합병원 설립, 국가 사이버보안 인재 양성기관, 언론·미디어 단지 및 정원도시 조성 등이 강조됐다. 

경제 성장 기반 조성 분야에서는 AI와 로봇 등 첨단 기술을 선도할 인재 양성 및 특화단지 조성, 국가 메가 싱크탱크 설립, AI+X 융합형 미래 대학단지 구축 등 전략적 과제를 담았다.

문화 분야에서는 한글문화 국제화 및 산업화를 위한 국립한글문화단지 조성, 청년 창작 활성화를 위한 공연·영상 복합 실험공간, 국립체육영재학교 설립 등 지역 문화 역량 강화 사업이 포함됐다. 또한 AI 시대를 맞아 스마트시티 2.0 고도화 및 국가 시범도시 완성 사업도 추진한다.

마지막으로 지방자치 체계 개편과 지방교부세 개편, 예비타당성조사 기준 완화, 국세·지방세 구조 개선 등 지방의 자율성과 안정성을 강화하는 제도 개선 방안도 제안되었다.

최민호 시장은 “이번 정책 제안은 세종시뿐만 아니라 국민 모두의 삶의 질 향상과 국가 경쟁력 강화에 기여할 것”이라며 “행정수도의 완성은 대한민국의 백년대계를 위한 출발점인 만큼 새 정부가 본 제안서를 적극적으로 검토해 달라”고 밝혔다.
