아산시가 이·통장 선출의 법적 근거를 마련하기 위해 공동주택관리법 개정을 공식적으로 건의했다.

조일교 권한대행은 11일 계룡시 문화예술의전당에서 열린 민선8기 3차년도 제4차 충청남도 시장·군수협의회에서 이 같은 내용을 발표하며, “공동주택 내에서 선거관리위원회가 이·통장 선출을 주관하는 경우가 많지만, 현재 법적 근거가 부족해 행정적 혼선이 발생하고 있다”고 강조했다.

현재 충남도 내 15개 시·군은 이·통장 선출 시 마을총회를 거치도록 규정하고 있으며, 마을총회가 개최되지 않는 공동주택에서는 입주자대표회의가 구성한 선거관리위원회를 통해 이·통장을 선출하는 것이 일반적인 관행이다. 

그러나 ‘공동주택관리법 제15조’는 공동주택 선거관리위원회가 ‘동별 대표나 입주자대표회의의 임원’ 선거만 관리할 수 있도록 제한하고 있어, 이 부분에 대한 개선이 필요하다는 의견이 제기되고 있다.

조 권한대행은 “공동주택관리법 제15조에 ‘지방자치법 시행령 제81조에 따른 이·통장 선출’을 추가하여 공동주택 내 이·통장 선출의 법적 근거를 마련해야 한다”고 설명하며, 법 개정의 필요성을 강조했다.

또한, 조 권한대행은 충남아산프로축구단이 지난 시즌 K리그2에서 준우승을 차지하고 승강 플레이오프에 직행한 성과를 언급하며, 2025 시즌 홈 개막전과 4월 25일부터 27일까지 개최되는 ‘제64회 성웅 이순신 축제’에 대한 많은 관심과 참여를 요청했다.

In addition, Acting President Cho mentioned the achievement of the Chungnam Asan Professional Football Team, which finished second in the K League 2 last season and advanced directly to the promotion/relegation playoffs, and requested much interest and participation in the 2025 season home opener and the ‘64th Sung-ung Yi Sun-sin Festival’ to be held from April 25 to 27.

Asan City’s request for revision of the law is expected to contribute to increasing the transparency and legal stability of the election of village heads within apartment complexes.
