성광진 대전시교육감 예비후보가 학교 밖 청소년을 위한 종합지원 구상을 내놓으며 교육·복지·자립을 아우르는 정책 구체화에 나섰다.

성 예비후보는 26일 대전시에 거주하는 만 6세부터 18세까지 학교 밖 청소년을 대상으로 한 종합 지원 공약을 발표했다. 

그는 교육청과 지자체, 민간기관이 연계하는 ‘발굴→교육→자립’ 선순환 체계를 구축해 학교 밖 청소년을 보호 대상이 아닌 주체적인 학습·자립 당사자로 세우겠다고 강조했다.

공약에는 학업 중단으로 인한 학습 격차를 줄이기 위한 맞춤형 학습지원이 포함됐다. 검정고시 집중반을 운영해 수준별 온·오프라인 강좌를 제공하고, 1대1 학습 멘토링과 대입 설명회, 개별 입시 컨설팅으로 대학 진학까지 연계 지원한다는 계획이다. 

아울러 인문학, 예술, 디지털 리터러시 등 프로그램을 통해 자기주도 학습역량을 키우는 대안교육 과정도 확대하겠다고 밝혔다.

성 예비후보는 지역 사회적 기업과 소상공인과 연계한 직업체험 인턴십을 운영하고, IT·바리스타·영상편집 등 실무 중심 자격증 과정을 개설해 응시료까지 지원하겠다고 했다. 

또 대전시가 추진 중인 ‘꿈키움 수당’과 연계한 경제교육을 통해 올바른 소비 습관과 자산관리 능력을 기를 수 있도록 돕겠다는 구상도 내놓았다.

정서·심리 지원과 권리 보호를 위한 다층적 대책도 제안됐다. 

학교 밖 청소년을 대상으로 노동법과 산업재해 예방 교육을 실시하고, 부당노동행위에 대응할 수 있도록 상담창구를 강화하는 한편, PC방·공원 등 생활 공간을 찾아가는 아웃리치 활동을 확대해 은둔·고립 청소년을 적극 발굴한다는 계획이다. 

전문 상담사와 연계한 심리검사, 개인·집단상담 지원과 함께 청소년이 직접 프로그램을 제안하는 ‘청소년 자치위원회’ 설치도 공약에 담겼다.

성광진 예비후보는 “학교 밖 청소년 역시 끝까지 책임져야 할 학생”이라며 “발굴에서 교육, 자립으로 이어지는 끊김 없는 지원 구조를 통해 이들이 당당한 사회 구성원으로 성장하도록 하겠다”고 말했다.

He also plans to provide education on labor laws and industrial accident prevention to out-of-school youth, strengthen counseling services to address unfair labor practices, and expand outreach activities to actively identify reclusive and isolated youth in residential settings such as PC rooms and parks.

His pledges also include psychological testing with professional counselors, individual and group counseling, and the establishment of a "Youth Autonomous Committee" where youth can directly propose programs. Candidate Seong Gwang-jin stated, "Out-of-school youth are also students who must take responsibility for their future. I will ensure that they grow into proud members of society through a seamless support system that spans discovery, education, and independence."
