오세현 아산시장이 전국적으로 산불 위험이 고조되는 가운데 재난 대응태세를 강화하고, 시정 전반을 시민 중심의 ‘수요자 행정’으로 전환할 것을 지시했다.

아산시는 23일 시청 상황실에서 주간 간부회의를 열고 봄철 재난안전 대책과 주요 현안 사업 추진 상황을 점검했다.

이 자리에서 오 시장은 “최근 기후 온난화로 산불 발생 시기가 앞당겨지고 규모도 대형화되고 있다”며 “산림과를 중심으로 진화대, 유관기관과 협력해 초동 진화 체계를 전면 재점검하고, 예방 활동에 가용 자원을 총동원하라”고 당부했다. 

감시체계와 진화 장비 등 현장 대응력을 사전에 점검해 “대형 산불이 발생하지 않도록 선제적 대응에 나서달라”고 강조했다.

도시미관 관리와 환경 정비에 대해서도 속도감을 주문했다. 오 시장은 “행정이 시민보다 일주일 빠르면 칭찬받지만, 일주일 늦으면 방치된 도시가 된다”며 아산시의 청결·정비 시책인 ‘깨깔산멋(깨끗·깔끔·산뜻·멋진)’ 사업의 조기 가동을 지시했다. 

봄철 산책로, 하천변, 등산로 등에 대한 사전 정비로 시민이 체감하는 쾌적한 도시환경을 조성하겠다는 취지다.

충무교 확장공사와 원도심 재생사업 등을 예로 들며, 공사로 불가피한 불편이 발생하더라도 “조감도나 구체적 설명을 통해 변화의 의미를 시민에게 충분히 알리는 적극 행정이 필요하다”고 덧붙였다.

유관기관 사업에서 발생하는 민원에 대해서도 “시가 책임 의식을 가지고 적극 대응해야 한다”고 주문했다. 

오 시장은 “기초지방정부는 모든 민원이 집중되는 행정의 최일선”이라며 “교육, 경찰, 소방 등 타 기관의 사업이라도 시민 불편이 있다면 해결을 위해 시가 주도적으로 나서야 한다”고 말했다.

한편, 6·3 지방선거가 100일 앞으로 다가온 만큼 공직 기강 확립도 강조했다. 오 시장은 “공직선거법 준수를 이유로 행정이 위축되어서는 안 된다”며 “법적 기준 내에서 시민을 위한 적극 행정을 이어가야 한다”고 당부했다.
