충남 아산시의회가 회의 운영의 명확성과 투명성을 높이기 위한 제도 개선에 나섰다.

아산시의회는 16일 열린 제262회 임시회 제1차 의회운영위원회(위원장 김미성)에서 '아산시의회 회의 규칙 일부개정규칙안'을 원안 가결했다고 밝혔다. 이번 개정안은 아산시의회 의원 17명이 공동 발의했으며, 국민권익위원회의 ‘지방의회 의사 공개 활성화 방안’ 권고 사항을 반영한 것이다.

개정 규칙안의 주요 내용은 영상회의록 공개 기준 및 대상 근거 신설 ,중계방송 허가 절차와 중계 대상 규정 구체화 ,용어 정비와 자구 수정으로 운영상 미비점 보완 ,정보통신망을 통한 중계 대상 근거 신설 등이다.

대표 발의자인 이기애 의원은 “그동안 중계방송 절차와 공개 범위가 불명확해 운영상 혼선이 있었는데, 이번 개정을 통해 이를 개선하고 현행 실정에 맞게 규칙을 정비했다”고 설명했다.

또한 김미성 위원장은 “회의 규칙 개정으로 의정 운영의 효율성을 높이고, 시민이 의정 활동에 보다 투명하게 접근할 수 있도록 하겠다”며 “앞으로도 의사 공개 확대를 통해 시민과 함께하는 열린 의회를 만들어 가겠다”고 강조했다.

이번 규칙 개정으로 아산시의회는 중계방송과 회의록 공개의 제도적 기반을 강화해, 시민이 의정 활동을 더욱 명확히 확인할 수 있는 계기를 마련하게 됐다.
