충남도의회가 지역 내 학교 밖 청소년들을 의회로 초청해 지방의회의 역할과 가치를 공유하는 뜻깊은 시간을 가졌다. 

도의회는 10일 충청남도학교밖청소년지원센터 소속 청소년 20명과 지도교사 등 40여 명이 참석한 가운데 ‘청소년 의회교실’을 개최했다고 밝혔다.

이번 행사는 학교 밖 청소년들이 정책의 수혜자를 넘어 입법 과정의 주체로서 참여해 보는 실질적인 지방자치 체험의 장으로 마련됐다. 

참가 학생들은 실제 의정 활동 매뉴얼에 따라 의장 선거 후보자들의 정견 발표를 경청하고, 직접 투표를 통해 의장을 선출하는 등 민주적인 의사결정 과정을 몸소 체험했다.

특히 자유발언대에는 학교 밖 청소년들이 마주한 현실적인 고민들이 올랐다. 학생들은 ‘학교 밖 청소년 지원센터 홍보의 필요성’과 ‘청소년이 정책의 대상이 아닌 주체가 되어야 하는 이유’를 주제로 2분 발언을 이어가며 당당하게 목소리를 냈다. 

이어 ‘학교 밖 청소년 진로·진학 지원을 위한 입시 정보 확대 조례안’을 직접 발의하고, 찬반 토론과 표결을 거치며 하나의 정책이 조례로 완성되는 일련의 과정을 학습했다.

현장에서 학생들을 격려한 김민수 의원(비례·더불어민주당)은 “오늘의 체험이 청소년들에게 지방자치의 원리와 의회의 기능을 깊이 이해하는 소중한 계기가 되었기를 바란다”며 “지역사회를 이끌어갈 미래의 주역으로서 인성을 겸비한 큰 꿈을 키워나가길 응원한다”고 전했다.

Chungnam Provincial Council Engages with Out-of-School Youth in "Grassroots Democracy"

The Chungnam Provincial Council invited out-of-school youth from the region to the council for a meaningful opportunity to share the role and value of local councils.

The council announced on the 10th that it held a "Youth Parliamentary Classroom" with approximately 40 participants, including 20 youth from the Chungcheongnam-do Out-of-School Youth Support Center and their instructors.

This event was designed as a venue for out-of-school youth to experience practical local government, moving beyond being beneficiaries of policies and participating as active participants in the legislative process.

Participating students listened to the candidates' political views and directly voted to elect the chairperson, experiencing firsthand the democratic decision-making process.

In particular, the free forum featured discussions on the real-life concerns faced by out-of-school youth. Students confidently spoke for two minutes on the topics of "The Need to Promote Out-of-School Youth Support Centers" and "Why Youth Should Be Subjects, Not Objects, of Policy."

Following this, they proposed the "Ordinance to Expand College Entrance Information for Career and College Admission Support for Out-of-School Youth," and through debate and voting, they learned the process by which a policy becomes an ordinance.

Representative Kim Min-soo (Proportional Representation, Democratic Party of Korea), who encouraged the students on the spot, said, "I hope today's experience provided the youth with a valuable opportunity to deeply understand the principles of local autonomy and the functions of local councils. I encourage them to cultivate bold dreams and cultivate character as future leaders of their communities."
