더불어민주당 조상호 세종시장 예비후보가 10일, 네 번째 정책 공약인 「복지를 복지답게, 시민을 행복하게!」를 발표하며 정체된 세종시 복지 행정의 전면적인 혁신을 예고했다. 

조 후보는 신도시와 읍면 지역 간의 복지 격차와 돌봄 공백 문제를 날카롭게 지적하며, 시민의 삶을 국가와 지자체가 끝까지 책임지는 ‘복지수도 세종’의 청사진을 제시했다.

조 후보는 현재 세종의 복지 상황을 보편적 권리의 불균형, 인구 구조 변화에 따른 수요 폭발, 공동체 책임 실종이라는 3대 위기 상황으로 진단했다. 

이를 타개하기 위해 ‘돌봄의 공공성 강화’, ‘기회의 평등과 자립 지원’, ‘상생하는 스마트 복지 공동체 구축’을 핵심 전략으로 내세웠다.

우선 생애 주기별 맞춤형 돌봄 체계를 구축한다. 영유아를 위해 ‘세종형 유보통합’을 단계적으로 추진하고, 급식 공공책임제와 공공산후조리원 건립을 약속했다. 

특히 ‘세종 365-24시’ 안심 의료 체계를 도입해 아이 키우기 좋은 환경을 만드는 데 방점을 찍었다. 어르신들을 위해서는 공공형 치매전담 요양원과 은퇴자 마을을 조성해 품격 있는 노후를 지원할 계획이다.

기회의 평등을 위한 실질적인 지원책도 마련됐다. 어르신과 장애인, 경력보유여성을 위한 맞춤형 일자리를 발굴하고, 발달장애인 평생교육센터를 설치해 사회 참여의 벽을 낮춘다. 

또한 장애인 콜택시인 누리콜의 24시간 운영 공백을 해소하고 무장애 교통 인프라를 확충해 교통 약자의 이동권을 확실히 보장하겠다는 구상이다.

복지 전달 체계의 효율성을 높이기 위해 지능형 스마트 복지 통합플랫폼을 고도화하고, 현장 전문가 중심의 ‘세종시민 복지기준 4.0’을 제정한다. 

아울러 복지 현장의 목소리를 시정에 즉각 반영하기 위해 시장 직속 ‘사회복지 전담 특별보좌관’을 임명하고, 사회복지 종사자들의 처우 개선을 위한 세종형 단일임금제와 권익지원센터 설치 등을 파격적으로 제안했다.

조상호 예비후보는 “세종의 복지는 시민의 삶을 내 상처처럼 돌보는 ‘시민여상(市民如傷)’의 마음에서 시작해야 한다”며 “멈춰있던 세종 복지의 엔진을 다시 살려 부족함 없는 복지 서비스를 제공하고, 시민의 일상이 행복한 세종을 반드시 만들겠다”고 강조했다.
