더불어민주당 남진근 대전 동구청장 예비후보가 동구의 미래 먹거리 창출을 위한 핵심 공약으로 ‘기회발전특구 지정 추진’을 발표하며 본격적인 선거 행보에 나섰다. 

원도심의 한계를 넘어 공공의료와 디지털 기술이 결합한 혁신 거점으로 동구의 지도를 바꾸겠다는 구상이다.

남 후보는 10일 대전시의회 기자실에서 기자회견을 열고, 용운동 선량마을에 건립 중인 대전의료원을 축으로 하는 ‘용운 공공의료·디지털헬스 혁신지구(가칭)’ 조성 계획을 공개했다. 

총사업비 1,759억 원이 투입되는 대전의료원을 단순한 진료 기관을 넘어 산업과 일자리를 창출하는 ‘앵커 시설’로 활용하겠다는 것이 핵심이다.

남 후보가 내세운 동구의 강점은 풍부한 인적 자원이다. 

대전대, 우송대, 대전보건대, 폴리텍대 등 보건의료 및 기술 인력 양성 기관이 밀집한 지역 특성을 살려, 교육부터 채용까지 한 번에 이어지는 ‘청년 일자리 패스트트랙’을 구축하겠다고 약속했다. 

이를 통해 지역 청년들이 동구 내에서 디지털헬스 분야의 안정적인 일자리를 찾도록 하겠다는 전략이다.

또한 대전의료원에 스마트병원 시스템과 의료데이터 진료체계를 도입해 디지털 기반 공공병원의 실증 거점으로 만들고, 관련 기업과 연구기관을 유치해 산업 생태계를 완성하겠다는 복안도 내놨다. 

남 후보는 유성구의 특구 지정 선례를 언급하며 “동구 역시 공공의료 인프라와 교육 기관이 집적되어 특구 지정의 충분한 경쟁력을 갖췄다”고 자신감을 보였다.

이와 함께 남 후보는 ‘공공의료재단 동구 유치’를 통한 공공의료 중심지 선언도 병행했다. 향후 대전·충남 행정통합 시대를 대비해 정책 설계와 운영을 총괄하는 공공의료재단을 동구로 끌어와 대전의료원과 연계하겠다는 계획이다. 

재단과 병원이 결합하면 의료진 양성부터 재활, 돌봄까지 이어지는 완결형 공공의료 체계가 가능해진다는 설명이다.

이날 공약발표 기자회견에서 남진근 예비후보는 “동구는 이제 낙후된 이미지를 벗고 미래 산업이 시작되는 혁신의 중심지가 되어야 한다”며 “당선 직후 ‘동구 기회발전특구 추진단’을 설치해 중앙정부 및 대전시와 긴밀히 협력하고 투자 유치를 이끌어내겠다”고 강조했다.

This strategy aims to help local youth find stable jobs in the digital health field within Dong-gu.

He also proposed introducing a smart hospital system and a medical data treatment system to Daejeon Medical Center, turning it into a demonstration base for digital-based public hospitals. He also proposed attracting related companies and research institutes to complete the industrial ecosystem.

Referring to Yuseong-gu's designation as a special zone, Candidate Nam expressed confidence, saying, "Dong-gu also has sufficient competitiveness for special zone designation due to its concentration of public healthcare infrastructure and educational institutions."

Furthermore, Candidate Nam also declared Dong-gu a hub for public healthcare by attracting the Public Healthcare Foundation. In preparation for the future administrative integration of Daejeon and South Chungcheong Province, he plans to bring the Public Healthcare Foundation, which oversees policy design and operation, to Dong-gu and link it with the Daejeon Medical Center.
