충남도가 농축산 현장의 구조적 한계를 극복하고 미래 성장 동력을 확보하기 위해 전문가 및 현장 활동가들과 머리를 맞댔다. 

이를 위해 충남도는 9일 도청 대회의실에서 ‘제8기 충청남도 정책자문위원회 2026년 상반기 농축산분과 회의’를 개최하고, 올해 농정 방향과 중장기 핵심 과제를 집중 논의했다.

이번 회의는 현장의 생생한 의견을 행정에 실효성 있게 연결하기 위해 마련됐다. 김의겸 농축산분과 위원장을 필두로 학계, 연구기관, 현장 전문가 등 15명으로 구성된 자문위원들과 이승한 도 농축산국장, 김영 도 농업기술원장 등 관계자 30여 명이 참석해 심도 있는 토론을 벌였다.

충남도 농축산국은 올해 6대 중점 추진 업무를 공유하며 정책 자문을 구했다. 

주요 내용은 미래 농정을 이끌 핵심 인력 양성과 농업 기반 확충, 기후 위기 및 기술 혁신에 대응하는 차세대 스마트농업 기반 구축, 시장 변화에 능동적으로 대응하는 유통 경쟁력 강화 등이다. 

또한 누구나 살고 싶은 농촌 정주 여건 조성과 가축전염병의 선제적 차단 등 축산업의 미래지향적 발전 방안도 함께 다뤄졌다.

이어 도 농업기술원은 연구와 기술 보급 중심의 전략을 발표했다. 특히 충남 농업을 이끄는 청년 농업인을 위한 수익 모델 육성과 종자 주권 강화, 특화작목 경쟁력 제고를 통한 신성장동력 창출 등 현장에서 즉각적으로 체감할 수 있는 기술 개발 방향에 대해 자문위원들의 전문적인 의견을 청취했다.

이승한 도 농축산국장은 "청년층의 이탈과 고령 농민들이 은퇴 없이 생업을 이어가야 하는 현실은 우리 농업이 직면한 뼈아픈 구조적 한계"라고 진단하며, "오늘 회의에서 제시된 전문가들의 통찰과 현장의 제안을 검토해 정책에 적극 반영함으로써 도내 농축산업의 실질적인 발전을 이끌어내겠다"고 강조했다.

충남도는 앞으로도 ‘현장-전문가-행정’을 잇는 소통 채널을 더욱 공고히 하여, 농축산 현장의 목소리가 시책 추진의 중심에 담길 수 있도록 모든 행정력을 집중할 계획이다.

South Chungcheong Province collaborated with experts and field activists to overcome structural limitations in the agricultural and livestock sector and secure future growth engines.

To this end, the province held the "8th Chungcheongnam-do Policy Advisory Committee 2026 First Half Agricultural and Livestock Subcommittee Meeting" in the provincial government conference room on the 9th. Furthermore, future-oriented development plans for the livestock industry were discussed, including creating desirable rural living conditions and proactively preventing infectious diseases in livestock.

The Provincial Agricultural Research and Extension Services (PARS) then announced a strategy focused on research and technology dissemination. Specifically, the service solicited expert opinions from advisory committee members on technology development directions that can be immediately felt in the field, including fostering profit models for young farmers leading agriculture in South Chungcheong Province, strengthening seed sovereignty, and creating new growth engines by enhancing the competitiveness of specialized crops.

Lee Seung-han, Director of the Provincial Agriculture and Livestock Bureau, stated, "The exodus of young farmers and the reality of older farmers continuing their livelihoods without retirement represent painful structural limitations facing our agriculture." He emphasized, "We will review the insights and field suggestions presented at today's meeting and actively incorporate them into our policies to drive tangible development of the province's agricultural and livestock industry."

Chungnam Province plans to further strengthen the communication channel linking "field-expert-administration" and concentrate all administrative power to ensure that the voices of the agricultural and livestock sectors are at the center of policy implementation.
