세종특별자치시의회가 오는 3월 11일부터 23일까지 13일간의 일정으로 제104회 임시회를 개최하며 제4대 의회의 사실상 마지막 공식 회기에 들어간다. 

이번 임시회는 지난 2년간의 의정 성과를 마무리하고, 행정수도 세종의 법적 지위 확립과 민생 안정을 위한 조례안 등 총 47건의 안건을 처리할 예정이다.

임채성 의장은 9일 의정 브리핑을 통해 봄을 맞는 소회와 함께 최근 불안정한 대외 경제 여건에 대한 우려를 표명했다. 

임 의장은 중동 정세 불안으로 인한 금융시장 변동성 확대와 에너지 가격 상승에 따른 물가 부담을 언급하며, 이러한 경제적 변화가 시민의 삶에 고통이 되지 않도록 민생 현장을 더욱 세심히 살피겠다는 의지를 밝혔다.

특히 이번 회기에서 의회는 행정수도 완성의 고삐를 늦추지 않겠다는 계획이다. 

최근 타 지자체의 통합 특별법 통과 등 지방정부 체계의 변화 속에서 세종시의 위상을 공고히 하기 위해 '행정수도특별법 제정'과 '세종시법 개정'이 조속히 추진될 수 있도록 국회를 상대로 한 대외 활동을 강화한다. 

앞서 의회는 국회 세종의사당과 대통령 세종집무실의 조기 완공을 촉구하는 건의안을 제출하며 중앙부처의 추가 이전을 강력히 요구해왔다.

그동안 활발하게 운영되어 온 주요 특별위원회들도 이번 회기를 끝으로 활동을 종료한다.

미래전략수도 완성 특위는 KTX 세종역 신설과 충청권 광역급행철도(CTX) 조기 추진 등 5대 핵심 과제를 점검했으며, 공공시설물 인수점검 특위와 크린넷 운영 특위, 하계세계대학경기대회 추진 특위 등도 각각의 활동 결과보고서를 채택하고 제3차 본회의에서 최종 보고를 마칠 예정이다.

의회사무처 역시 제5대 의회 출범을 앞두고 직원을 대상으로 법제 교육을 실시하는 등 의정 지원 역량 강화에 박차를 가하고 있다. 

이번 임시회에서는 조례안 34건과 동의안 5건이 심의되며, 김현미 의원의 시정질문과 최원석 의원이 발의한 '행정수도 사수를 위한 결의안' 처리 등 긴박한 일정이 예고되어 있다.

임채성 의장은 "제4대 의회는 시민의 뜻을 의정에 담기 위해 쉼 없이 달려왔다"며 "비록 부족하고 아쉬운 부분도 있었겠으나, 시민과 함께 걸어온 시간이 행정수도 세종의 미래를 향한 의미 있는 발걸음이었다는 점은 분명하다"고 강조했다. 

이어 "마지막까지 유종의 미를 거둘 수 있도록 최선을 다하고, 축적된 경험을 밑거름 삼아 제5대 의회에서도 세종의 미래를 흔들림 없이 만들어 가겠다"고 덧붙였다.

The Sejong Special Self-Governing City Council will hold its 104th Extraordinary Session for 13 days, from March 11th to 23rd, effectively entering the final official session of the 4th council.

This extraordinary session will conclude the legislative achievements of the past two years and will address a total of 47 agenda items, including ordinances to establish the legal status of Sejong as the administrative capital and stabilize the livelihoods of residents.

Chairman Lim Chae-seong expressed his thoughts on the arrival of spring and concerns about the recent unstable external economic conditions during a briefing on the council on the 9th.

Chairman Lim cited the increased volatility in financial markets due to the instability in the Middle East and the burden of rising energy prices, and expressed his commitment to closely monitoring the livelihoods of residents to ensure these economic changes do not negatively impact their lives.

In particular, during this session, the National Assembly plans to continue its push for the completion of the administrative capital.

To solidify Sejong City's status amidst changes in the local government system, including the recent passage of special laws for the integration of other local governments, the Assembly will strengthen its external outreach to the National Assembly to expedite the enactment of the "Administrative Capital Special Act" and the revision of the "Sejong City Act."

Previously, the Assembly submitted a motion urging the early completion of the National Assembly Sejong Building and the Presidential Office in Sejong, strongly demanding the relocation of additional central government agencies.

Major special committees, which have been actively operating, will also conclude their activities at the end of this session.

The Special Committee on the Completion of the Future Strategic Capital reviewed five key tasks, including the construction of a new KTX Sejong Station and the early implementation of the Chungcheong Regional Express Railway (CTX). The Special Committee on the Acquisition and Inspection of Public Facilities, the Special Committee on CleanNet Operation, and the Special Committee on the Promotion of the Summer World University Games will also adopt their respective activity reports and finalize their reports at the third plenary session.

The National Assembly Secretariat is also stepping up efforts to strengthen its legislative support capabilities, including providing legal training to its staff ahead of the launch of the fifth session.

This extraordinary session will deliberate 34 ordinances and five motions. A tight schedule is anticipated, including Councilmember Kim Hyun-mi's questioning and the processing of the "Resolution for the Defense of the Administrative Capital" proposed by Councilmember Choi Won-seok.

Chairman Lim Chae-seong emphasized, "The fourth session of the National Assembly has worked tirelessly to incorporate the will of the citizens into its legislative agenda. While there may have been shortcomings and regrettable aspects, it is clear that the time we have spent with the citizens has been a meaningful step toward the future of Sejong, the administrative capital."

He added, "We will do our utmost to ensure a successful conclusion and, leveraging our accumulated experience, continue to solidify the future of Sejong in the fifth session."
