한상경 충남교육감 예비후보가 방과 후 돌봄 공백 문제를 해소하고 아이들의 전인적 성장을 지원하는 ‘충남 아이성장365’ 정책을 1호 공약으로 발표했다. 

한 후보의 1호 공약은 맞벌이 가정 증가와 생활환경 변화로 심화된 돌봄 수요를 학교와 지역사회가 통합적으로 해결하는 충남형 모델이다.

한 예비후보는 교사·교감·교장·장학관 등 교육 현장 전 단계를 경험한 교육자이자 청소년재단 대표로서의 실무 역량을 강조하며, 현재 분리 운영되는 학교 돌봄교실·지자체 프로그램·청소년시설을 하나로 묶는 체계를 제안했다. 

단순 보호 차원을 넘어 저녁 7시까지 이어지는 책임 돌봄과 학습·진로·정서 지원을 결합한 성장 지원 시스템으로 전환하겠다는 구상이다.

정책의 핵심인 6대 실행 방안은 학교를 지역 돌봄 허브로 활용하고 온종일 돌봄 바우처를 도입하는 데 초점을 맞췄다. 

맞벌이·한부모·저소득 가정 초등생과 학교 밖 청소년이 돌봄교실·지역아동센터·청소년문화의집 등을 자유롭게 이용할 수 있도록 바우처를 지원하며, 이를 아이성장365 통합 플랫폼으로 관리한다. 플랫폼은 프로그램 안내·온라인 신청·맞춤 추천 기능을 갖춰 학부모 편의를 높인다.

또 지역 전문가를 활용한 마을성장교사제를 신설해 은퇴 교원·사회복지사·대학생 멘토 등이 기초학습·체육·진로 멘토링을 담당하도록 하고, 학교 시설을 방과 후 개방해 마을교육공동체 프로그램을 확대한다. 학교 밖 청소년 지원도 강화해 진로 체험과 상담을 연계한다.

이 정책은 충남교육청이 총괄하고 시군 지자체가 지역 인프라를, 학교가 학생 발굴과 공간을 제공하는 협력 구조로 추진된다. 한상경 예비후보는 “아이 한 명의 성장은 지역사회 전체 책임”이라며, 이를 통해 충남 아이들이 방과 후에도 안전하게 성장할 환경을 만들겠다고 밝혔다.

This policy will be implemented through a collaborative structure overseen by the Chungnam Office of Education, with municipal and county governments providing local infrastructure and schools providing student discovery and support. Candidate Han Sang-kyung stated, “The growth of one child is the responsibility of the entire community,” and announced that he would create an environment where children in South Chungcheong Province can grow safely even after school.
