성광진 대전교육감 예비후보가 학군·통학 문제로 인한 지역 갈등을 해소하기 위해 교육청이 주도하는 ‘통학로 안전 상설협의체’ 구성을 약속했다.

성광진 예비후보는 6일 보도자료를 통해 “학교 배정과 통학로를 둘러싼 갈등이 지역 곳곳에서 반복되고 있다”며 “학생 안전과 교육 환경을 중심에 둔 공적인 조정 시스템이 필요하다”고 밝혔다. 

그는 “학부모·학교·지역 주민 간 갈등이 늘어나고 있지만 행정이 이를 체계적으로 조정하지 못하는 경우가 많다”고 지적했다.

성 예비후보는 해결책으로 교육청·지자체·경찰이 함께 참여하는 통학로 안전 상설협의체 구성을 핵심 공약으로 내세웠다. 

그는 “통학 안전은 학교나 학부모만의 문제가 아니라 교육청과 자치단체, 경찰이 함께 책임져야 할 공공 영역”이라며 “교육감이 되면 이 협의체를 통해 통학 문제를 신속히 조정·해결하는 체계를 만들겠다”고 약속했다.

또 등·하교 시간 차량 통행 관리, 불법 주정차 단속 강화, 어린이 보호시설 확충, 통학 동선 개선 등 통학로 안전 대책을 종합적으로 추진하겠다고 덧붙였다.

성 예비후보는 서구와 대덕구의 아파트 단지를 사례로 들며 통학 문제의 심각성을 설명했다. 서구의 한 아파트는 A초등학교 단일학군으로 묶여 있지만, 학부모들은 통학 동선과 생활권을 고려해 인근 B초등학교와의 공동학군 지정을 꾸준히 요구하고 있는 상황이다. 

이 과정에서 학생들이 안전한 길을 찾기 위해 인근 아파트 단지를 경유해 등교하면서 주민 간 갈등이 불거지고, 상가 주변 도로의 차량 통행 제한 요구와 상인·주민 반대가 맞부딪치고 있다는 설명이다.

대덕구의 또 다른 아파트 일대 학부모들은 중·고등학생들이 통학 과정에서 왕복 6~8차로를 건너야 하는 위험을 지속적으로 호소하며, 육교 등 보행 안전시설 설치를 요구하고 있다고도 전했다.

성광진 예비후보는 “학군이나 통학로 문제는 특정 단지 이해관계의 문제가 아니라, 학생의 안전한 통학과 안정적 교육 환경을 어떻게 보장할 것인가의 문제”라고 강조했다. 

그러면서 과밀학급 발생 여부, 통학 거리, 통학로 안전 등 요소를 종합적으로 고려해 합리적인 학군 조정 방안을 검토하겠다는 입장을 밝혔다.

This process has led to conflicts between residents, as students navigate through nearby apartment complexes to find safer routes to school. This has led to demands for restrictions on vehicle traffic on roads surrounding commercial areas, and opposition from merchants and residents.

Parents living in another apartment complex in Daedeok District also reported that they have consistently complained about the dangers of their middle and high school students having to cross six to eight lanes of traffic each way to school, and are demanding the installation of pedestrian safety facilities such as overpasses.
