국회 소통관서 기자회견… 시설 노후화로 인한 지방재정 악순환 경고

법제화 및 국비 지원 촉구… “이송관로를 지하시설물로 정의해야”

세종특별자치시의 고질적 현안인 쓰레기자동집하시설(크린넷) 문제 해결을 위해 세종시의회 특별위원회가 국회로 향했다. 

막대한 유지관리 비용을 오롯이 지자체가 떠안는 현 구조를 타파하기 위해 정부 차원의 법적·재정적 지원을 공식 요구하고 나선 것이다.

세종시의회 ‘크린넷 특별위원회(위원장 김현옥)’는 26일 국회 소통관에서 기자회견을 열고, 크린넷의 지속 가능한 운영을 위한 법제화와 국비 지원을 강력히 촉구했다. 

이날 회견에는 김현옥 위원장을 비롯해 김충식, 안신일, 이현정 의원과 세종시청 실무 관계자들이 참석해 사안의 시급성을 알렸다.

특위는 크린넷이 주민 편의와 도시 미관 개선이라는 긍정적 효과를 거뒀음에도 불구하고, 시간이 흐르며 ‘재정 늪’으로 변하고 있다고 지적했다. 

시설 노후화에 따른 유지보수비가 기하급수적으로 늘어나고 있지만, 이를 지원할 법적 근거와 정부 예산은 전무해 지방재정을 갉아먹는 악순환이 계속되고 있다는 것이다.

크린넷 특위는 정부에 시설 유지·보수를 위한 정부 재정 지원 ,규격화, 설치 기준, 운영 방식의 법제화 ,이송관로의 ‘지하시설물’ 정의 및 체계적 관리 ,재해 발생 요소 제거를 위한 안전 대책 수립 등 4대 대책 마련을 요구했다. 

특히 이송관로를 법적인 지하시설물로 정의해 줄 것을 요구한 점이 눈에 띈다. 이는 다른 지하 매설물처럼 체계적인 국가 관리 시스템 안에 포함시켜 관리 효율성을 높이고 사고 위험을 낮추겠다는 의지로 풀이된다.

김현옥 위원장은 “이번 기자회견이 크린넷 관련 입법을 앞당기는 기폭제가 되어 주민들의 불편이 조속히 해소되길 바란다”고 밝혔다. 또한 법제화를 통해 단순히 수리하는 수준을 넘어 유지·관리 관련 산업을 육성하는 등 경제적인 시너지 효과도 기대할 수 있다고 덧붙였다.

The request for the legal definition of transmission pipelines as underground facilities is particularly noteworthy.
