충남도의회가 내년 제9회 전국동시지방선거를 앞두고 지역민원상담소의 정치적 중립성과 전문성을 강화하기 위한 대책 마련에 나섰다.

충남도의회는 25일 의회 내 회의실에서 도내 20개 지역민원상담소에서 근무하는 상담관들을 대상으로 직무 역량 강화 교육을 실시했다. 

이번 교육은 선거철을 맞아 자칫 느슨해질 수 있는 상담소 운영 체계를 다잡고, 상담관들이 공정하고 투명하게 민원 서비스를 제공할 수 있도록 돕기 위해 마련됐다.

교육의 핵심은 공직선거법 준수와 상담소 운영의 내실화에 맞춰졌다. 도의회는 상담관 근무 수칙과 운영 준수 사항을 재점검하고, 특히 지방선거 출마를 위한 의원 사직 시 발생할 수 있는 상담소 관리 방안 등을 상세히 공유했다. 

이는 선거 국면에서도 도민 소통 창구로서의 행정 공백을 최소화하겠다는 의지로 풀이된다.

특히 충청남도선거관리위원회 지도담당관이 강사로 참여해 선거 시기별로 제한되는 행위와 상담소 운영 중 반드시 지켜야 할 정치적 중립 의무를 실제 위반 사례 중심으로 교육했다. 이를 통해 상담관들이 현장에서 겪을 수 있는 혼란을 예방하고 선거법 위반 소지를 사전에 차단하고자 했다.

현재 충남도의회는 도내 곳곳에 20개의 지역민원상담소를 운영하며 현장의 목소리를 수렴하고 있다. 

도의회 관계자는 선거를 앞둔 예민한 시기인 만큼 상담소의 중립성을 확고히 하는 것이 무엇보다 중요하다며, 도민들이 언제 어디서나 불편 없이 민원을 해결할 수 있도록 책임감 있는 운영 체계를 확립해 나가겠다고 밝혔다.
