충남도의회가 에너지 전환 시대에 맞춘 지역 맞춤형 신재생에너지 정책을 마련한다. 

이를 위해 '충청남도 주민참여형 신재생에너지 햇빛발전 활성화 연구모임'은 24일 도의회 세미나실에서 발족·1차 회의를 열고, 태양광 수익의 주민 소득증대와 복지 선순환 체계 구축을 핵심 과제로 논의했다.

연구모임에는 정병인 의원(천안8·더불어민주당)을 중심으로 에너지기후정책연구소, 충남기후에너지시민재단, 기후행동NOW 등 민·관 전문가들이 참여했다. 

연구는 이론 중심이 아닌 실질적 갈등 완화 모델 도출에 초점을 맞춰, 공공 유휴부지 태양광 설치 확대와 도민 출자 참여를 제안한다. 이는 석탄화력 폐쇄 피해 보전 등 정의로운 전환 경험을 바탕으로 한 실증적 접근이다.

정병인 대표는 "에너지 전환 과정의 주민 소외를 막아야 한다"며 "충남 특성을 반영한 햇빛발전 모델로 수익을 도민 삶에 환원, 지역 균형 발전을 실현하겠다"고 밝혔다. 

충남의 공공주차장 신재생에너지 조례안 등 기존 정책과 연계돼 탄소중립 실행력을 높일 것으로 기대된다.

South Chungcheong Provincial Council Launches Research on Resident-Participatory Solar Power Model…

The South Chungcheong Provincial Council is developing a regionally tailored renewable energy policy suited to the era of energy transition.

To this end, the "South Chungcheong Province Resident-Participatory Renewable Energy Solar Power Generation Activation Research Group" was launched and held its first meeting in the Provincial Council seminar room on the 24th. Key topics discussed included increasing residents' income and establishing a virtuous cycle of welfare through solar power revenue.

The research group included Rep. Jeong Byeong-in (Cheonan 8, Democratic Party of Korea), along with experts from the Energy and Climate Policy Institute, the Chungnam Climate and Energy Citizen Foundation, and Climate Action NOW.

The research focuses on developing a practical conflict mitigation model, rather than a theoretical one. It proposes expanding solar power installations on idle public land and involving residents in local investment. This empirical approach draws on the experience of just transitions, such as compensating for damages from coal-fired power plant closures.

CEO Jeong Byeong-in stated, "We must prevent residents from being left behind during the energy transition process. We will leverage a solar power generation model that reflects the unique characteristics of South Chungcheong Province to return profits to the lives of residents and achieve balanced regional development."

This initiative is expected to enhance carbon neutrality implementation by linking with existing policies, such as South Chungcheong Province's public parking lot renewable energy ordinance.
