찬성 33.7% vs 반대 41.5%... 2030 세대 및 유성·서구서 반대 목소리 커

통합 시기 ‘올해 출범’ 25.7% 불과, 시민 74.3%는 ‘충분한 준비 기간’ 필요

대전·충남 행정통합이 추진 중인 가운데, 대전 시민 대다수가 주민투표를 통한 민주적 정당성 확보를 강력히 요구하고 있는 것으로 나타났다. 

 

통합 자체에 대해서도 반대 여론이 찬성을 앞질렀으며, 특히 속도전 위주의 추진 방식에 대한 우려가 깊은 것으로 조사됐다.

 

대전시는 지난 20일부터 사흘간 여론조사 전문기관 리얼미터에 의뢰해 실시한 시민 인식 조사 결과를 발표했다. 

 

이장우 대전시장이 23일 오전 10시 언론 브리핑을 통해 밝힌 조사 결과에 따르면, 시민의 71.6%가 행정통합 과정에서 ‘주민투표’가 반드시 필요하다고 응답했다. 

 

세부적으로는 ‘적극 필요’가 49.6%, ‘필요’가 22.0%로 집계되어, 직접 참여를 통해 결정권을 보장받으려는 시민 의지가 뚜렷하게 드러났다.

 

수도권 일극체제 해소 기대보다 ‘지역 갈등·정체성 훼손’ 우려가 커 행정통합에 대한 찬반 의견은 반대가 41.5%로 찬성(33.7%)을 오차범위 밖에서 앞섰다.

 

반대 이유로는 지역 간 갈등 심화(29.4%)가 가장 많았고 ,의견 수렴 절차 부족(26.7%) ,대전의 정체성 훼손(15.7%)이 뒤를 이었다. 

 

반면 찬성 측은 행정 효율화(46.4%) ,수도권 일극체제 해소(25.3%) ,주민 편의 증대(15.7%)를 주요 이유로 꼽았다.

 

지역별로는 유성구(46.6%)와 서구(43.6%)에서 반대 비율이 높았으며, 연령대별로는 30대(53.4%)와 18~29세(51.1%) 등 젊은 층의 반대 응답이 과반을 넘긴 점이 눈에 띈다.

 

통합 시기에 대해서도 시민들은 ‘속도’보다는 ‘숙의’를 택했다. 

 

올해 7월 즉시 출범해야 한다는 의견은 25.7%에 그친 반면, ‘5년 이상 장기 검토 후 추진(38.4%)’과 ‘2년 후 출범(26.5%)’ 등 충분한 준비 기간을 두어야 한다는 응답이 74.3%에 달했다.

 

이날 브리핑에서 이장우 대전시장은 이번 결과에 대해 “행정통합이 절차적 정당성이 결여된 상태에서 무리하게 추진되며 불필요한 저항과 갈등을 낳고 있다”며 “고도의 자치권과 재정권이 빠진 ‘껍데기 통합’, 한시적 특례에 그치는 ‘졸속 통합’은 통합의 취지를 훼손할 수 있다”고 경고했다. 

 

이어 “시민 다수가 요구하는 만큼 주민투표를 통해 직접적인 민의를 확인하는 절차가 반드시 필요하다”고 강조했다.

 

한편 대전시는 시의회 결의안과 시민 의견을 반영해 지난 11일 정부에 주민투표 실시를 건의했으나, 행정안전부로부터 아직 회신을 받지 못한 상태다.

 

이번 조사는 여론조사 전문기관 리얼미터에 의뢰해 2월 20일부터 22일까지 대전시에 거주하는 만 18세 이상 시민 2,153명을 대상으로 온라인·전화(자동응답 ARS) 방식으로 진행됐으며, 표본오차는 95% 신뢰수준에서 ±2.1%포인트다.
