양승조 전 충남도지사가 20일 오전 대전시의회 기자실에서 기자회견을 열고 대전·충남 행정통합에 대한 강력한 추진 의지를 천명했다. 

양 전 지사는 이날 회견에서 최근 불거진 통합 반대 여론과 시·도의회의 부정적 기류에 대해 정면으로 반박하며, 이번 통합이 충청권의 생존을 위한 필수적 전략임을 거듭 강조했다.

양 전 지사는 먼저 대전과 충남이 역사적·경제적으로 한 뿌리였음을 상기시켰다. 

그는 “대전의 독보적인 과학기술 인프라라는 ‘두뇌’와 충남의 강력한 산업·농생명 기반이라는 ‘근육’이 결합해 하나의 몸으로 움직여야 한다”며, “행정구역의 분절로 인해 각자 따로 계획되던 교통망과 투자유치 전략을 하나로 통합해 글로벌 경쟁력을 확보해야 한다”고 역설했다.

특히 양 전 지사는 이번 통합이 이재명 정부의 국가균형성장 전략인 '5극 3특' 체제를 완성하는 핵심 고리임을 분명히 했다. 

수도권 일극 체제로 인한 지방 소멸 위기 상황에서, 개별 시·도 단위의 대응만으로는 규모의 경제를 실현하기 어렵다는 판단이다. 

그는 “통합은 이제 논의의 단계를 넘어 실행의 단계에 접어들었다”며, 국회에서 추진 중인 행정통합특별법 처리의 당위성을 설명했다.

최근 제기되는 재정분권 미흡과 주민 의견 수렴 부족 등 우려의 목소리에 대해서도 구체적인 대안을 제시했다. 

양 전 지사는 “도정을 직접 이끌며 예산을 편성해 본 경험에 비추어 볼 때, 재정 이양 없는 통합은 허구에 불과하다”며, 향후 세법 개정을 통해 지방소비세와 법인세 일부를 통합시로 이양받는 등 실질적인 재정 자립을 이뤄내겠다고 약속했다. 

또한, 특별법 통과 이후 대전 5개 구와 충남 15개 시·군을 직접 순회하며 숙의 민주주의 절차를 거쳐 시민 참여를 제도화하겠다고 밝혔다.

이날 회견에서 양 전 지사는 현직 단체장과 지역 정치권을 향한 날 선 비판도 쏟아냈다. 

양승조 전 지사는 전날 대전시의회와 충남도의회의 통합 반대 의결에 대해 “7개월 전 찬성했던 입장을 하루아침에 뒤집은 것은 정치적 셈법에 불과하다”며, “광주·전남과 대구·경북의 통합은 찬성하면서 왜 대전·충남만 가로막는지 김태흠 지사와 이장우 시장은 360만 시도민 앞에 답해야 한다”고 촉구했다.

양 전 지사는 자신의 과거 행보를 언급하며 결단력 있는 추진력을 강조하기도 했다. 

세종시 사수를 위한 22일간의 목숨을 건 단식과 코로나19 당시 우한 교민 수용을 이끌어냈던 사례를 들며, “위기 앞에서 도망가지 않는 양승조가 대전·충남 통합의 문을 열겠다”고 포부를 밝혔다.
