충남도의회가 중대재해 예방 및 관리를 위한 조례 제정을 추진한다.

충남도의회에 따르면 박기영 의원(공주2·국민의힘)이 대표발의한 ‘충청남도 중대재해 예방 및 관리에 관한 조례안’을 예고했다고 29일 밝혔다.

이번 조례안은 중대재해 예방정책 수립·시행의 실효성을 높이고, 효율적인 정책 추진 및 안전보건관리 체계 구축을 위해 발의됐다. 

조례안에는 중대재해 예방‧관리를 위한 안전계획 ,중대재해 실태조사 ,민관협력자문단 구성 등에 관한 사항이 포함됐다.

이 밖에도 충남도에서 관리하는 박물관·공연장·미술관 등 공중이용시설과 공중교통수단을 중점관리 대상으로 지정·관리하고, 사업주 및 경영책임자 등을 대상으로 한 컨설팅, 교육·홍보에 관한 지원 내용이 포함됐다. 

최근 ‘중대재해처벌법’ 확대 시행과 관련해 산업재해 예방에 대한 사회적 관심이 높다. 2022년 1월 27일 「중대재해 처벌 등에 관한 법률」이 시행됐지만 사업주와 경영책임자 등의 처벌을 묻는 사후규제 성격이 커, 보완 필요성이 제기되어 왔다. 이에 조례안은 현행법에서 규정하지 않은 지자체의 책임과 시책 등을 담아 도 차원의 근본적 예방과 관리 방안을 구축했다. 

조례안을 대표 발의한 박기영 의원은 “지금은 중대재해처벌법 시행 초기 단계로, 처벌 목적보다는 사고예방체계 마련이 필요하다”며 “중대재해 예방과 대응을 위한 시책을 수립·시행할 수 있는 근거가 마련되어 충남도민이 보다 안전한 환경에서 살아갈 수 있도록 기여하길 바란다”고 밝혔다.   

한편, 이번 개정안은 3월 5일부터 열리는 제350회 임시회에서 심의될 예정이다.
