대전마케팅공사가 대전 신세계 아트앤사이언스 및 사이언스 콤플렉스 입점에 따라 공공성 강화 목적으로 조성되었던 지역환원금 80억 원의 공정한 집행을 위해 지난 8일 지역환원금 활용방안 공개토론회를 대전교통문화연수원 대강당에서 개최했다.

 

이번 토론회는 지난 10월 개최된 전통시장 및 상점가 대상 지역환원금 사업설명회에 이어 보다 명확한 사업 방향 설정과 총의를 모으기 위해 개최된 것으로, 지역 상인 관계자의 의견수렴을 통해 지역환원금 사업의 방향을 구체화하기 위해 개최되었다.

 

토론회는 지역 대표 상인회장, 대전시의원, 관련학과 대학교수 등으로 구성된 지정패널의 지역환원금 활용방안 모색 토론 및 방청객의 자유토론과 질의응답, 최종 주요 방안에 대한 투표 순으로 진행되었다.

지역 상인회 50개소 회장이 방청객으로 참여한 가운데 진행된 토론회에서는 지역환원금을 활용하기 위한 구체적인 방안이 논의되었다.

 

먼저 현재 사업이 지속 가능할 수 있는 시스템이 갖춰져 있지 않은 것이 큰 요인이라 지적되어 재단이나 기금을 만들어 운영하는 방안이 제시되었다.

 

반면 코로나19로 힘든 지역 소상공인과 중소기업의 상황을 예로 들어 지역환원금의 조속한 집행을 강조하는 의견도 이어졌다.

 

지정패널 토론 후 최호택 교수의 진행으로 이어진 자유토론에서는 방청객의 질의 및 최종 주요 활용방안 정리가 진행되었다. 활용방안은 크게 ▲사업 선정하여 환원금 일체 집행 ▲재단 설립을 통한 근본적인 지역 성장 기반 형성 ▲환원금 집행과 유보 자금 병행설정의 3가지 안으로 정리되었다.

 

최종 투표 결과 지역환원금 일체 집행 안인 1안이 선정되었으며, 해당 안은 지난 설명회 이후 48개 상인회와 합의를 거쳤던 기존 사업계획안에 일부 요청사항을 반영하여 진행하기로 합의하였다.

 

이후 최호택 교수가 취합된 사업계획을 AHP 분석·설문을 통해 사업 우선순위를 도출하여 집행하기로 결정되며 토론회가 마무리되었다.
