더불어민주당 박영순 국회의원(대전 대덕구, 국토교통위원)은 15일 인천국제공항공사 등 4개 기관 국정감사에서 내년 8월 시행되는 송환대기실(출국대기실) 국가관리법 시행까지 현 용역직원들이 8개월 간 고용 공백이 생긴다며 기존에 출국대기실을 운영하던 항공사운영위원회(AOC)가 고용을 책임질 수 있도록 국토교통부와 법무부가 적극적으로 고용안정에 나서줄 것을 촉구했다.

 

박영순 의원은 지난해 국정감사에서 폭언, 폭력 등에 무방비하게 노출된 용역회사 직원들의 인권문제를 집중 제기하면서 수면위로 떠올랐고 이 문제를 해결하기 위해 송환대기실을 국가가 책임지도록 하는 「출입국관리법 일부개정안」을 대표 발의하여 올해 7월 23일 국회본회의를 통과해 내년 8월 18일 시행을 앞두고 있다.  

 

문제는 출입국관리법 개정안이 시행되면 기존에 용역직원들은 공무직으로 전환 채용될 예정인데 송환대기실을 관리하는‘항공사운영위원회(AOC)’와 하청 인력업체 간 용역계약 기간이 올해 12월 31일 종료됨에 따라 용역직원들이 8개월간 고용 공백이 생긴다는 것이다.
