[Daejeon Disability Rights Advocacy Agency Concludes 'Human Rights Violation' in Haddon School Child Abuse Controversy]

Controversy continues as the Daejeon Haeden School, a special education institution located in Daedeok-gu, entered a new phase as the Daejeon Human Rights Advocate for the disabled judged the case as a human rights violation and child abuse.

On June 23rd, the Bomun Independent Living Center for the Disabled (hereafter referred to as the Center) first received a case of human rights violations and child abuse by group A (10 years old), a fourth-year student at Haden School.

According to the center, the victim was accompanied by developmental disabilities and epilepsy, and the special education teacher in charge, B, revealed that he was tied to a hard chair for about 6 hours during class.

At a press conference last month, the center urged the school to apologize and prevent recurrence of child abuse and human rights violations, such as a 10-year-old group A (10) forcibly tied to a desk chair with a waist belt and was unable to move throughout class. .

The center claimed that the Hadden School teacher made excuses for tying the student to a chair for reasons such as safety, maintaining posture, and fostering a habit of sitting on a chair.

The center had argued that the situation at the time was a violation of human rights, etc.

The problem is that even though the Daejeon Advocacy Agency for the Disabled has decided that the situation that happened to the student at the time was a human rights violation and child abuse, the city office of education did not take any follow-up measures.

The center that first raised this issue claimed that the school and city office of education did not take any action, even though the Daejeon Advocacy Agency for the Disabled declared the case a human rights violation and child abuse.
Regarding the case, the National Human Rights Commission of Korea, the Daejeon Police Agency, and the Daejeon Child Protection Agency are investigating child abuse and human rights violations.

The Daejeon Advocacy Agency for the Rights of the Disabled was the first among these organizations to determine that the case was child abuse and human rights violations and notified the school.

In response, the center pointed out that schools, etc., who were notified of the decision, said, "Even though the Daejeon Agency for the Protection of the Rights of the Disabled has determined that it is child abuse, it is an evasion of responsibility to withhold disciplinary action, saying that it will wait for the judgment of the judicial authorities."

They also raised questions about the process in which the Daejeon Advocacy Agency for the Disabled first delivered the corresponding opinion.

The center insisted, "The disability rights advocacy agency sent a written opinion to the school, and the mothers of the children were informed only over the phone.

Concerns have also been raised about secondary harm to the victims' parents.

The center explained, "The Office of Education said that the school and the homeroom teacher are trying to communicate with the guardian, but the homeroom teacher is complaining of mental pain.

At that time, the guardians and teachers in charge of the victim child did not attend the school authority committee, and the school authority committee postponed the decision on whether or not educational activities were violated until the results of the investigation from the four investigation agencies were announced. notified to the parties.

After receiving the notice of the committee's decision, the guardian of the victim child was later revealed to be receiving treatment for severe stress.

An official from the city office of education said, "We will do our best to provide an opportunity for smooth communication between schools and their guardians, to promote consulting to improve human rights sensitivity of students with disabilities, and to follow appropriate administrative procedures according to the final decision of the National Human Rights Commission of Korea."

Meanwhile, the case has been reported to the investigative agency and is awaiting the results of the investigation.
