[Chungcheongnam-do, Civil Aviation/Public Institution Relocation Request]

Chungcheongnam-do asked the government for support by selecting six pending issues, including the relocation of public institutions to the Chungnam Civil Port and the innovative city.

Governor Yang Seung-jo met with Prime Minister Kim Bu-gyeom at Daecheon Beach in Boryeong on the 20th and checked the quarantine status of COVID-19 at the beach during the summer vacation.

Governor Yang and Prime Minister Kim visited the quarantine station installed on the access road to Daecheon Beach, mud plaza, and white sandy beach in turn to check the status of blocking quarantine and social distancing.

Governor Yang and Prime Minister Kim also visited a seafood exporting company located in the Boryeong Clean Agricultural Industrial Complex in order to find ways to revitalize the local economy and listened to the current situation and difficulties.

During the quarantine inspection process, the two governors said △Construction of civil aviation facilities at Chungnam Military Airfield △Creation of Garorim Bay Marine Garden △Construction of Garorim Bay Bridge (Route 38) △Relocation of public institutions to Chungnam Innovative City △Sapgyo Station of Seohae Line double-track railway △Early closure of Boryeong Thermal Power Plant He explained this to Prime Minister Kim and suggested that the government provide active support.

Chungnam Military Airfield Civil Aviation Facility Construction is a project to open the sky path in Chungcheongnam-do, and it is planned to spend 45 billion won by 2025 at Seosan Haemi Airfield to build airport facilities such as terminals, apron, taxiways, and access roads.

The two governors emphasized the need for the construction of Chungnam Civil Port due to the increase in demand for future aviation, such as reducing the alienation of local residents from aviation services, designation of an innovative city in Chungcheongnam-do, designation of Haemi Martyrdom International Holy Site, and expansion of airport-linked transportation network including high speed West Sea Line

At the same time, the two governors requested that the government budget for next year reflect 1.5 billion won of the basic plan establishment cost or select it as a target for the third quarter of this year.

Regarding the Garorim Bay Marine Garden, it was suggested that it be necessary for the preservation of marine ecology, resolution of regional conflicts, and realization of carbon neutrality.

The Garorim Bay Marine Bridge is 2.5km long from Mandaehang Port in Iwon in Taean to Dokgot-ri in Daesan in Seosan, and the total project cost to build 5.61km to the connecting road is KRW 298.3 billion.
For this bridge, the designation of Garorim Bay National Road No. 38 was newly reflected in the 2nd National Road Comprehensive Plan (2021-2030) of the Ministry of Land, Infrastructure and Transport, and laid the groundwork for construction.

The two governors suggested that the construction of the Garorim Bay marine bridge is expected to lead to job creation, revitalization of the local economy, and tourism, as well as an increase in industrial goods such as the nearby national industrial complex, Daesan Petrochemical Complex, Daesan Port, and power plant.

The two governors also said that the government was belatedly designating Chungnam and Daejeon as innovative cities, providing an opportunity to resolve regional imbalances, but since no follow-up measures were taken, expectations and trust were low. requested that public institutions be allowed to relocate first.

He emphasized that the installation of Sapgyo Station (tentative name) of the Seohae Line double-track railway is necessary for the stable settlement of the Chungnam Innovation City, and that the total cost of the West Sea double-track railway project should be adjusted to reflect the installation of Sapgyo Station.

After visiting the beach and exporting companies, Prime Minister Kim separately visited the Buyeo Smart Horticultural Complex and looked at exemplary cases of regional revitalization through the creation of strategies to characterize rural areas in danger of extinction.
