[Rep. Park Young-soon makes it mandatory to promote regional development before the Innovative City Relocation Agency Act is enforced]

On the 15th, Rep. Park Young-soon (Daedeok, Daejeon) of the Democratic Party of Korea proposed an amendment to the 'Special Act on the Creation and Development of Innovative City', which makes it mandatory for public institutions that have relocated to a province before the implementation of the Innovation City Act to establish and implement development plans in the relocated area 29-3 (hereinafter referred to as the “Innovative City Act”) was proposed as a representative.

The current law defines a relocated public institution as a public institution that relocates from the metropolitan area to a non-metropolitan area, and stipulates that the relocated public institution establishes and implements a development plan for the relocated area every year in consultation with the Mayor/Do Governor having jurisdiction over the relocated area.

Accordingly, in May last year, the Ministry of Land, Infrastructure and Transport established a regional development plan that reflected the functions and characteristics of relocated public institutions in 10 innovative cities, and confirmed a total of 3,353 project implementation plans this year alone. Many investments are planned in the areas of fostering local industries (43.1%) and contributing to the local economy (36.6%, purchasing local goods), so public institutions that have moved to the innovative city are expected to greatly contribute to revitalizing the local economy.

However, public institutions that have already relocated from the metropolitan area to provincial areas before the enforcement of the current law, such as the National Defense Science Research Institute in Daejeon and the Korea Water Resources Corporation, are excluded from the list. It has been consistently pointed out that the relocated public institutions in this blind spot are not contributing to the original purpose of balanced national development and independent development of the region.

Accordingly, Rep. Park amended “Public Institutions” in the title of Article 29-3 of the Special Act on the Creation and Development of Innovative Cities to “Public Institutions, etc. Relocated to Former Public Institutions, etc.”, and public institutions prescribed by Presidential Decree also have jurisdiction over the area to which the institution has moved. The amendment was proposed to make it mandatory to establish and implement a plan necessary for regional development every year in consultation with the mayor/do governor or the head of a Si/Gun/Gu.

The amendment to the Innovation City Act, proposed by Rep. Park, was jointly proposed by 16 lawmakers including Hwang Un-ha, Yoon Jun-byeong, Kim Seung-won, Jang Cheol-min, Lim Ho-seon, Cho Seung-rae, Maeng Seong-gyu, Noh Woong-rae, Lee Sang-min, Cho Oh-seop, Kim Hoe-jae, Yoon Kun-young, Kang Hoon-sik, Min Hyeong-bae, Kim Eui-gyeom, and Kang Jun-hyeon. participated in the initiative.

Rep. Park Young-soon said, "The Daejeon and Chungnam areas have been designated as innovative cities, but public institutions have not yet moved, so they are being discriminated against from the 10 previously created innovative cities." If the relocated public institutions are included in the regional development plan, it is expected to greatly contribute to creating jobs and revitalizing the local economy, which has recently been stagnant due to the prolonged Corona 19, including in Daejeon and Chungnam.”

Meanwhile, in October 2019, the National Assembly passed the amendment to the Innovation City Act, making it mandatory for public institutions that had relocated to provincial areas before the law to take effect. As a result, as of last year, 409 people (34.1%) from 51 public institutions in the Chungcheong area of local talents, and 319 (33.8%) local talents were hired from 17 public institutions in Daejeon.
