천안시, 가축사육 제한구역 지형도면 변경

충남 천안시가 ‘천안시 가축사육 제한 조례’ 개정으로 변경된 지형도면을 7일 고시했다고 밝혔다.

 

지난해 2월 충청남도와 15개 시·군은 ‘시·군 경계지역 축사입지 환경피해 예방 협약’을 체결해 시·군 경계지역 내 통일된 가축사육 제한 기준을 지방자치단체 부지경계선으로부터 돼지 등 5개 축종은 1,500m, 소 등 6개 축종은 600m로 설정했다.  

 

이에 천안시는 지난 4월 가축사육 제한조례 개정을 통해 시군 경계지역을 가축사육 제한구역으로 지정하고, 조례 개정에 따라 변경된 가축사육 제한구역 지형도면을 작성해 가축사육제한구역 변경 행정예고를 진행했다. 이후 이에 따른 의견제출 절차를 마쳐 토지이용규제법 제8조에 따라 이번에 고시하게 됐다.

 

가축사육 제한구역의 주요 변경사항은 ▲충남 도내 시·군간 경계지역의 가축사육제한거리 설정 ▲상수원 보호를 위해 제한구역에 수도법에 의한 마을상수도 및 소규모급수시설 포함 ▲축종별 악취발생 정도 및 민원 발생 빈도를 반영해 주거밀집지역의 제한거리를 개, 닭, 오리, 메추리에 대해 기존 1,000m에서 1,500m로 확대 등이다.

 

가축사육 제한 조례 개정 전 시의 가축사육제한구역은 628.15㎢이었으나, 개정 후에는 634.77㎢로 6.62㎢ 늘어났다. 이 중 도시지역과 상수원보호구역, 환경위생정화구역 등 전부제한구역은 30.3%(192.31㎢)로, 일부제한구역은 69.7%(442.46㎢)를 차지해 앞으로 사실상 축사 신축이나 증축은 어렵다.
