대전열병합발전 투쟁위,“복합화력발전소 증설 결사반대” 집회

대전열병합발전소의 노후설비 교체를 이유로 발전설비 증설이 알려지자 지역민들이 반대 투쟁에 나선 가운데 대전시 복합화력발전소 증설 반대 투쟁위원회(이하 투쟁위)가 4월 15일 오후 2시 대전시청 앞 보라매공원에서 기자회견 및 반대집회를 열고 대전열병합발전(주)의 복합화력발전소 증설을 즉각 철회할 것을 촉구하였다.


이 날 집회에는 투쟁위와 발전소 증설을 반대하는 시민 약 50여명이 모여 코로나 속에서도 사회적 거리두기 등 질서 유지하며 도심 내 복합화력발전소 증설 철회와 생존권 보장을 요구하는 목소리를 높였다.


오늘 집회는  최근 집단에너지사업자인 대전열병합발전(주)가 지역 주민들의 이해나 동의없이 도심지역 내 500MW 상당의 가스복합화력발전 증설을 무리하게 추진하면서 위험시설을 반대하는 지역민심이 집단행동으로 격화된 것이다.

 

투쟁위는 미리배포한 보도자료를 통해 "대전열병합발전측은 기존 88MW 규모 발전설비의 노후화에 따른 설비교체가 목적이라고 발표했으나, 투쟁위 측은 동일규모로 설비를 교체하는 것이 아닌 변경하는 것 자체가 발전소를 증설하려는 목적이며, 설비 현대화는 핑계일 뿐이라고 반박하고 또한, 대전열병합발전의 실질적인 소유주는 외국계 사모펀드인 맥쿼리로 발전소 증설을 통한 외국계 투기자본의 투자이익 증대를 위한 노림수라는 의혹도 제기되고 있다"고 주장했다.

 

투쟁위원장인 박병철 전 대전시의원은 현장에서 성명서 발표를 통해 “기존의 벙커씨유를 친환경 LNG로 변경하고 노후설비를 교체하여 시민들에게 요금 혜택을 제공한다는  대전열병합측의 주장들은 사실과 다르다. 이미 3년전 발전연료를 LPG로 변경하면서 벙커씨유는 사용하지 않기로 하였고, 현행법상 벙커씨유를 지역난방 공급을 위해 사용하는 것은 명백한 불법이며, 정부에서 결정하는 지역난방 요금을 마음대로 통제한다는 것은 어불성설”이라고 밝히며, 에너지사용내역 등 대전열병합의 주장과 관련된 자료들을 투명하게 공개할 것을 요구하였다.
