대전열병합발전소 4배 증설...'미세먼지' 승용차 5만대 발생량

대전열병합발전소가 발전용량을 현재보다 4배 이상 증설하기로 하면서 지역민들이 집단 반발하고 있다.

 

대전열병합발전소는 노후설비 안전성 위험이 제기된다는 이유로 설비교체를 하면서 기존 증기터빈방식에서 복합화력설비를 도입해 현행 허가발전량 112MW보다 4배이상 증가한 495MW로 증설하는 것으로 산업통상자원부(이하 산자부)에 집단에너지사업 변경 신청을 진행 한것으로 확인됐다.

 

대전열병합발전소(이하 발전소)가 설비교체를 하면서 기존 발전용량보다 4배이상 증설하는 것은 교체하는 설비의 최소 발전용량으로 알려졌다.

 

문제는 발전소가 설비교체를 이유로 발전용량을 대거 증설한다는 것이 알려지면서 인근 주민들이 집단 반발하는등 집단행동 움직인이 나타나고 있으면서 해당 사업 진행이 순탄치 않을 것으로 보인다.

 

증설반대 입장을 주장하는 주민들은 발전소가 현재 발전소에서 발생하는 미세먼지 배출량과 환경오염물질 배출량을 밝히고, 연료를 LNG로 교체하면서 발생하는 오염물질 배출에 대해서도 명확히 밝혀야 한다는 입장이다.

 

주민들의 주장은 그동안 100이라는 오염물집를 접하고 살았는데, 청정연료를 사용한 발전설비 증설로 인해 공기질 등이 좋아져야지 동일한 수치의 오염물질을 접하고 산다면 청정연료를 사용한 발전이 의미가 없는 것이라고 주장하고 있다.

 

그러면서 발전용량을 기존보다 4배 이상 증설하는 것은 발전소가 노후설비 교체를 명분으로 대전의 에너지자립도를 핑계삼아 발전소 이익을 극대화 하려는 것이 아닌지 의심이 든다고 주장하고있다.

 

앞서 대전서구는 지난 2019년 서구 평촌산업단지에 1000MW 발전용량의 LNG발전소 건설을 추진했으나 대량의 미세먼지 발생으로 주민 건강에 심각한 위해가 된다는 지역민들의 반대에 부디치면서 무산된 바 있다.

 

당시 발전소 건설이 대전지역 최대 이슈로 부각된 가운데 KAIST 정용환 교수는 서구에 건설하려던 1000MW LNG발전소에서 배출하는 미세먼지 배출량이 승용차 10만대가 내뿜는 양과 같다고 밝히면서 지역주민들을 경악해 했다.

 

산술적으로 대전열병합발전소가 증설을 계획하고 있는 495MW 발전설비 용량 증설이 완료된다면 약 5만대의 승용차에서 내뿜는 미세먼지가 발생하는 양과 같다는 결과에 도달하게 된다.

 

정 교수는 또 LNG발전소에서 발생하는 미세먼지가 배출장소에서 20KM 떨어져야 그 양이 4분의 1로 줄어든다고 밝혔었다.

 

사실상 대전시내 전역이 미세먼지 우산을 쓰게 된다는 주장으로 보인다.

 

이뿐만이 아니라 2019년도 한국동서발전는 내부보고서를 통해 LNG발전소 가동으로 인해 미세먼지만 발생하는 것이 아니라, 가스터빈 불완전연소로 인해 일산화탄소가 발생한다고 밝히고, 이때 발생하는 오염물질이 허용기준치 50ppm의 40배 이상 검출됐다고 밝혔다.

 

미세먼지 발생을 감소시키고자 청정연료인 LNG 발전설비를 증설하는 것이 오히려 지역민과 대전시민의 건강에 위해가 되는 설비 증설이 되고있다는 지적이다.

 

대전시는 설비 노후화에 따른 변경이 불가피하다는 입장이다.

 

한편 대전열병합발전소의 현대화사업은 2022년 6월까지 환경 영향평가를 완료하고 기본 설계, 상세 설계, 통합환경 인허가, 공사계획인가 등을 거쳐 2026년 6월 준공을 목표로 하고 있다.

 

[Daejeon Combined Heat and Power Plant 4 times expanded... 50,000 passenger cars of fine dust generated]

 

As the Daejeon Combined Heat and Power Plant decided to increase its power generation capacity by more than four times that of the present, local people are collectively protesting.

The Daejeon Cogeneration Power Plant is to be expanded to 495MW, which is four times more than the current permitted power generation capacity of 112MW by introducing a combined cycle power plant from the existing steam turbine method while replacing equipment because of the safety risk of obsolete facilities. It was confirmed that the application for change in the energy business was in progress.

Daejeon Cogeneration Power Plant (hereinafter referred to as the power plant) is known as the minimum generation capacity of the facility to be replaced when the facility is being replaced and expanded more than four times the existing power generation capacity.

The problem is that, as it is known that the power plant is expanding its power generation capacity largely because of the replacement of facilities, there is a group action movement, such as a group opposition from neighboring residents, and the project is not expected to proceed smoothly.

Residents who are insisting on the opposition to the expansion are that the power plant should disclose the emission of fine dust and environmental pollutants from the current power plant, and also clearly disclose the emission of pollutants generated by replacing fuel with LNG.

Residents argued that they had lived with 100 polluted blisters, but the air quality should improve due to the expansion of power generation facilities using clean fuel, and they argue that power generation using clean fuel is meaningless if they live with the same level of pollutants.

At the same time, it is argued that increasing the power generation capacity by more than four times than the previous one raises doubts about whether the power plant is trying to maximize the profits of the power plant by using Daejeon's energy independence as an excuse to replace old facilities.

Previously, Daejeon Seo-gu promoted the construction of an LNG power plant with a power generation capacity of 1000 MW in the Pyeongchon Industrial Complex in Seo-gu in 2019, but it was canceled after meeting opposition from local residents that the generation of a large amount of fine dust could seriously harm the health of residents.

At that time, while the construction of the power plant emerged as the biggest issue in the Daejeon region, Professor Jeong Yong-hwan of KAIST was astonished by the local residents by stating that the amount of fine dust emitted from the 1000MW LNG power plant that was to be built in the West was the same as the amount emitted by 100,000 passenger cars.
Arithmetically, if the capacity expansion of the 495MW power generation facility, which Daejeon Cogeneration Power Plant is planning to expand, is completed, the result is the same as the amount of fine dust emitted by about 50,000 passenger cars.

Professor Jeong also stated that the amount of fine dust generated from the LNG power plant must be reduced by 20 km from the discharge site to reduce the amount to a quarter.

In fact, it seems that all of Daejeon city will use fine dust umbrellas.

In addition, Korea East-West Power in 2019 revealed through an internal report that not only fine dust is generated due to the operation of the LNG power plant, but carbon monoxide is generated due to incomplete combustion of the gas turbine, and the pollutant generated at this time is 40 times the allowable limit of 50 ppm. He said that an abnormality was detected.

It is pointed out that the expansion of LNG power generation facilities, which is a clean fuel, to reduce the generation of fine dust, is rather becoming an expansion of facilities that are harmful to the health of local residents and Daejeon citizens.

Daejeon City is in a position that changes due to aging facilities are inevitable.

Meanwhile, the Daejeon Combined Heat and Power Plant modernization project aims to be completed in June 2026 after completing the environmental impact assessment by June 2022 and through basic design, detailed design, integrated environmental license, and construction plan approval.
