신축년 새해가 밝았습니다. 코로나로 인해 모두가 힘든 한해를 보낸 후 맞은 새해이기에 감회가 더욱 뜻깊습니다.

 

며칠 전 국내 제약회사에서 식품의약품안전처에 코로나19 항체치료제 조건부 허가를 신청해 1월중 치료제가 보급될 것이라는 희망이 퍼지고 있기 때문입니다.

 

새봄부터는 국민 대다수가 백신을 맞을 것으로 전망되기에 오랫동안 끈질기게 우리를 괴롭혔던 코로나의 긴 터널에서 나와 일상회복의 본격적인 출발점에 섰습니다.

지난 한해를 돌아보면 격변의 위기속에서 고군분투했지만, 빠르게 다가온 미래를 준비하며 혁신을 거듭한 기회의 시간이었습니다.

 

급속한 기술발전과 함께 생존을 위해 사회적 연대의 중요성에 대한 인식이 싹튼 것 역시 코로나가 만들어 낸 의미있는 변화 중 하나입니다.

이와 같이 연대와 협력이 강화되면서 몇차례 위기를 힘을 모아 극복했습니다.

계속된 코로나의 도전 속에서도 구민들의 성숙한 공동체 의식을 바탕으로 작년 한해동안 많은 성과를 만들어 냈습니다.

 

한국지방자치경쟁력 지수 전국 자치구 3위,
국민행복지수 전국 시군구 6위,

대한민국 IT서비스 공공부문 혁신대상 수상 등 우리의 경쟁력을 대외적으로 인정받았고,전국에서 유일하게 “올해의 과학문화도시”에 선정되는 등 많은 성과를 거두며, 모두가 부러워하는 모범적인 지방정부로 발전을 거듭하고 있습니다.

 

올 한해 동안 많은 변화가 예견되는 만큼 코로나19가 가져올 위기를 구정혁신을 위한 기회로 삼아 대비를 해야겠습니다.

 

이러한 의미를 담아 올해의 구정운영방향을 담은 사자성어를 이환위리(以患爲利)로 정했습니다.
고난과 장애를 전화위복의 기회로 삼는다는 말로 코로나19가 가져온 미증유의 위기를 구정혁신을 위한 기회로 삼아 지역발전을 가속화 하겠다는 의지를 담았습니다.

 

새해에는 더욱 특별한 각오로 코로나 극복 원년을 힘차게 열어나가겠다는 약속을 드리며, 분야별로 구정운영방향에 대해 말씀드리겠습니다.

먼저, 주민의 삶을 지키고 고통의 무게를 우리 사회가 함께 나누는 데 힘을 모으겠습니다.

 

치료제와 백신이 나오기 직전인 지금, 우리는 코로나와 최후의 전투를 치르고 있습니다.

불가피한 거리두기 격상에 따라 소상공인과 자영업자에게 타격이 집중되어 사회적 약자에게 더욱 큰 고통이 가해지고 있습니다. 
 
정부의 재난지원금을 신속하게 지급하고 유성형 뉴딜과 연계한 구차원의 지원방안을 별도로 마련하여 코로나19로 어려움을 겪고 있는 소상공인들의 회복을 돕겠습니다.

일시적인 지원을 넘어 장기적인 측면에서 사회구조 변화에 대응할 수 있도록 디지털 정책학교, 디지털 골목식당 등을 운영하여 지역과 소상공인의 디지털역량을 높여나가겠습니다.

 

지속된 사회적 거리두기로 노인, 장애인, 저소득층 등 사회적 약자의 삶이 매우 고단합니다. 

맞춤형 일자리를 늘려 생계의 불안을 완화하고, 심리서비스 제공과 돌봄체계 구축으로 안정을 되찾을 수 있도록 지원하겠습니다.

 

아울러, 공동육아나눔터 운영과 초등 방과 후 온종일 돌봄체계 구축으로 육아의 부담을 해소하며 함께 돌보고 기쁨도 나누는 안정적인 양육환경을 만들겠습니다.

둘째, 실질적 자치분권 구현을 위한 기반을 강화하여 자치구 경쟁력을 높이겠습니다.

지난 12월, 지방자치법이 32년만에 전면적으로 개정되어 자치분권 확대를 위한 새로운 전기가 마련되었습니다.

드라이브 스루 선별진료 등 주민 접점에서의 실험과 혁신이 중앙에까지 파급되는 현실이 반영된 환영할 일입니다.

 

지방정부와 중앙정부가 협력적 동반자 관계로 발전하는 시대적 흐름에 부응하면서 우리지역 특성에 맞는 주민자치를 꽃피워야 하겠습니다.

 

3개동에서 시범운영되었던 주민자치회가 주민들의 많은 관심 속에서 주민대표기구이자 생활자치의 중심으로 자리매김하고 있습니다.

 

참여를 원하는 주민들의 요구를 적극 수용하여 올해에는 2개동을 확대하여 더 많은 주민들이 마을의 문제를 직접 해결해 나가도록 자치의 기반을 더욱 확장하겠습니다.

 

주민참여 확대의 기회를 맞아 자기결정의 효능감을 높이려는 노력 또한 중요합니다. 더 많은 참여를 이끌어 낼 수 있어 성숙한 지방자치를 구현할 수 있기 때문입니다.

주민자치회에 참석수당을 지급하여 참여를 활성화시키고, 주민자치센터 프로그램을 주민 스스로 운영할 수 있도록 위탁하여 자치역량을 높이는 데 지원을 아끼지 않겠습니다.

 

아울러, 코로나 이후 근거리 활동이 증가하는 트렌드를 마을공동체 회복의 기회로 삼아 주민들이 친목을 도모하고 관심사를 나눌 수 있도록 공동체지원센터를 운영하겠습니다.

끝으로, 급속도로 다가온 미래에 대비하여 지역의 혁신역량을 더욱 높이겠습니다.
 
코로나19로 인한 제약으로 인류의 많은 활동이 멈춘 반면, 미래는 급속하게 앞당겨졌습니다.

비대면 기술이 급발전하며 시공간의 제약과 접촉의 위험을 덜어주고 있습니다. 바이러스가 초래한 기술발전으로 4차 산업혁명이 더 빨리 우리 앞에 다가오고 있는 것입니다.

공직내부의 혁신역량을 높여 새로운 방식의 행정서비스를 선보이고, 변화의 흐름을 통찰하여 지역의 혁신을 이끌어 내겠습니다.

 

공공데이터를 가공·분석하여 데이터에 기반한 정책결정으로 과정의 합리성을 높이고, 모바일 전자고지서, 위원회 온라인 결재 등 혁신적인 시스템을 구축하여 행정효율과 이용편의를 함께 높여 나가겠습니다.

 

우리나라 과학의 중심, 유성에서 개발된 혁신적인 아이디어가 실증을 통해 소중한 기술자산으로 열매를 맺을 수 있도록 테스트베드 최적의 도시를 조성하겠습니다.

 

아울러, 여성 1인가구 디지털 안심존 운영 등 다양한 계층과 세대를 위한 디지털 포용정책을 적극 추진하겠습니다.
