제9회 전국동시지방선거를 앞두고 각 후보 진영의 홍보전이 본격화되는 가운데, 도심 속에 무분별하게 난립하는 불법 현수막을 근절하고 공정한 선거 환경을 조성하기 위해 지자체가 칼을 빼 들었다. 

예산군은 6·3 지방선거를 앞두고 쾌적한 도시 경관을 유지하고 시민들의 보행 안전을 확보하기 위해 불법 선거용 현수막에 대한 일제 단속과 정비를 대폭 강화한다고 20일 밝혔다.

이번 단속은 선거철마다 도심 주요 교차로와 가로변, 주택가 밀집 지역 등에 무분별하게 걸리는 불법 현수막을 사전에 차단하는 데 목적이 있다. 

군은 이를 통해 선거의 공정성을 확보하는 한편, 보행자와 운전자의 시야를 가려 발생하는 안전사고를 예방하고 깨끗한 가로 환경을 유지하겠다는 방침이다.

현행 '옥외광고물 등의 관리와 옥외광고산업 진흥에 관한 법률'에 따르면, 비영리 목적의 정당 현수막은 표시 및 설치 기간이 15일 이내로 엄격히 제한된다. 

아울러 통상적인 정당 활동 범위 내에서 읍·면별 2개 이내, 최대 3개까지만 허용되는 등 설치 수량과 장소에 대한 명확한 기준이 규정되어 있다.

예산군은 이달부터 불법 현수막이 발견되는 즉시 신속하게 처리할 수 있도록 읍·면 행정복지센터와 연계한 실시간 정비 체계를 전격 가동했다. 

차량 및 유동 인구가 많은 주요 거점과 상습 설치 구간을 중심으로 특별 순찰조를 편성해 단속 빈도를 늘리는 등 상시 감시망을 대폭 확대할 계획이다.

예산군 관계자는 공정하고 깨끗한 선거문화가 지역 사회에 안정적으로 정착하기 위해서는 법 테두리를 벗어난 무분별한 홍보 활동 제재가 필수적이라며, 규정 위반 불법 현수막은 예외 없이 신속히 철거하는 등 철저한 관리를 이어가겠다고 전했다.
