Kim Je-seon, Candidate for Mayor of Daejeon Jung-gu, Promotes Innovation in Urban Renewal, Culture, and Education to Establish Urban Identity

Resident-Centered, Customized Urban Renewal and Establishment of Digital Platforms

Securing ‘1%’ of Budget for Culture, Arts, and Lifelong Education… Strengthening Identity

Kim Je-seon, a candidate for Mayor of Daejeon Jung-gu, announced his third package of pledges aimed at establishing Jung-gu’s urban identity and improving living conditions.

The core of this pledge lies in resident-tailored urban renewal, the establishment of a map-based information platform, and a dramatic expansion of the budget for culture, arts, and lifelong education.

Candidate Kim first stated that he would accelerate the construction of resident-centric living infrastructure, going beyond the functions of the previously introduced ‘Redevelopment and Reconstruction Rapid Support Center.’ To improve the living environment in the approximately 40 renewal project areas currently underway within Jung-gu, he plans to strengthen consultations with Daejeon City and proactively expand essential infrastructure that reflects the needs of residents in each living zone.

The digitalization of administration tailored to urban changes will also be pursued. The existing ‘Safety Jung-gu Platform’ will be upgraded to establish a map-based urban development and disaster safety platform that allows for a comprehensive overview of the progress of redevelopment and reconstruction projects. Through this, the ‘Safety Process’ will be introduced in cooperation with Daejeon City to enable association members to clearly verify their estimated share of costs at an early stage.

Financial investment aimed at enhancing the cultural value and educational infrastructure of the original city center will also be significantly expanded.

Candidate Kim proposed a plan to gradually increase the budget for culture, arts, and lifelong education to approximately 1% of Jung-gu’s total budget (about 700 billion won). Considering that available resources for autonomous districts in large cities typically amount to around 25% of their total budget, this represents an exceptional scale.

The secured funds will be invested in creating a private-sector-led ecosystem, moving away from government-led initiatives. The plan is to build a sustainable cultural ecosystem by diversifying local festivals spearheaded by residents and cultural artists—such as the Jung-gu Art Festival, Book Festival, and Shin Chae-ho Marathon, which received favorable reviews last year—and by devising strategies to link them with commercial districts. In the education sector, the system for lifelong learning closely integrated with daily life will be strengthened. To create neighborhood-centered lifelong learning villages, the ‘Onmaeul Campus’ will be expanded, and demand-driven, mobile delivery courses will be newly introduced.

In addition, he pledged to provide a ‘Jung-gu style Youth Basic Income’ to help young people settle in the region and to strengthen employment and entrepreneurship education. Furthermore, he emphasized that he would spare no investment for future generations, such as establishing an ‘Education Innovation Center’ dedicated to parent education and nurturing future talent to address the demand for childcare arising from the move-in to new apartment complexes.

Candidate Kim Je-seon stated that bold investment in culture, arts, and lifelong education is essential alongside strengthening urban infrastructure to clearly define Jung-gu’s future vision, expressing his determination to thoroughly prepare for the next generation.
