시장 공백 장기화와 행정 신뢰 저하로 누적된 천안 시민들의 피로감을 해소하고 공직사회의 체질을 근본적으로 바꾸겠다는 공약이 발표됐다. 

더불어민주당 장기수 천안시장 후보는 핵심 공약인 ‘365 공공서비스’를 소개하며, 공무원을 단순한 통제 대상이 아닌 행정 혁신을 함께 만들어갈 주체이자 동반자로 예우하겠다고 밝혔다.

장 후보가 제안한 공약은 도서관, 수영장, 청소년센터 등 생활 밀착형 공공시설이 특정 요일마다 문을 닫아 연간 40~60일씩 휴관하는 현실을 과감히 개선하는 데 방점을 둔다. 

그는 공공자원의 활용도를 극대화하는 시민 중심 체계로의 전환을 약속하는 동시에, 종사자들의 일방적인 희생에 의존하지 않겠다고 선언했다. 

이를 위해 근로기준법과 휴식권을 철저히 보장하고, 탄력근무제와 추가 인력 배치, 자원봉사자와 인턴 활용 등 필요한 운영비를 전폭 지원하겠다고 확약했다.

구체적인 공직 혁신 방안으로는 복지 및 사기 진작, 월 1회 주 4.5일제 시범 도입, AI 기반 행정 효율화 등이 제시됐다. 

단순 반복 업무와 형식적인 회의 등 비효율을 AI 행정으로 감축해 서비스의 질을 높인다는 전략이다. 

무엇보다 현재 약 20억 원 규모인 공무원 교육 예산을 2배 이상 대폭 확대해 전문교육과 학위 취득 기회를 늘리겠다고 강조했다. 

장 후보는 공무원이 안정적으로 일할 수 있는 환경이 시민 만족도로 이어진다며, 갈등을 유발하는 시장이 아닌 함께 문제를 해결하는 시장이 되겠다고 덧붙였다.
