저출산 기조 속에서 아이 키우기 좋은 환경을 조성하고, 교통사고로부터 소중한 신생아들의 생명을 지키기 위한 지방자치단체의 생활 밀착형 복지 행정이 주목받고 있다. 

부여군은 관내에서 출생한 신생아들의 안전한 정주 여건을 보장하기 위해 ‘영유아 교통안전용품(카시트) 지원사업’을 적극적으로 추진하고 있다고 19일 밝혔다.

이번 사업은 도로교통법 제50조에 규정된 영유아 보호장구 장착 의무화에 발맞추는 한편, 어린이 사망사고 원인의 44%를 차지할 만큼 치명적인 교통사고로부터 아이들을 선제적으로 보호하기 위해 기획됐다. 

군은 관내에 출생 신고를 마친 모든 신생아를 대상으로 카시트를 무상 지원하며 실질적인 가계 부담 경감에 나서고 있다. 

지원 자격은 자녀의 출생등록일을 기준으로 부모 중 1인이 최소 1년 전부터 충청남도에 거주해 온 가정이면 누구나 혜택을 받을 수 있다.

학부모들의 다양한 양육 환경과 선택권을 존중해 지원 물품도 다채롭게 구성했다. 

수혜 가정은 신생아부터 12세까지 장기 착용이 가능한 영유아 카시트를 비롯해 4세에서 12세용 주니어 카시트, 1세에서 7세용 휴대용 카시트 등 총 3종의 안전용품 중 원하는 제품 1종을 자유롭게 선택해 수령할 수 있다.

부여군은 지난 2020년부터 2025년까지 지난 6년간 총 639명의 아동에게 안전용품을 성공적으로 보급하며 지역 공동체의 안전망을 든든히 다져왔다. 

특히 2021년부터는 기존의 다자녀 가정이나 기초생활보장 수급자 등 일부 취약계층에 한정됐던 지원 기준을 과감히 폐지하고 모든 신생아 가정으로 대상을 전면 확대해 보편적 복지를 실현했다는 평가를 받는다. 

신청 역시 출생신고를 진행할 때 읍·면 행정복지센터에서 ‘행복출산 원스톱서비스’를 통해 방문 혹은 온라인으로 간편하게 통합 신청할 수 있으며, 한국어린이안전재단을 통해 지정한 주소지로 안전하게 직배송된다.

부여군 관계자는 이번 사업이 영유아의 귀중한 생명을 지키고 교통 사망자를 줄이는 직접적인 효과는 물론, 안전한 양육 환경을 구축함으로써 인구 소멸과 저출산 위기를 극복하는 데도 긍정적인 이정표가 될 것이라고 기대감을 표했다.
