오성환 당진시장 후보가 18일 민선 9기 핵심 비전인 ‘1-5-100 마스터플랜’의 네 번째 청사진을 공개했다. 

당진시의 미래 공간 구조를 재편할 이번 로드맵은 건설, 교통, 녹지공원, 시민 안전 등 4대 분야의 유기적인 혁신 과제들을 담고 있다. 고질적인 교통 정체를 해소하고 일상 속 정주 여건을 획기적으로 개선해 명품 도시로 도약하겠다는 구상이다.

당진시는 지역 간 연결성을 강화하고 도심 진입을 원활하게 하기 위해 대규모 도로 인프라 사업에 속도를 낸다.

우선 서해안고속도로의 상습 정체를 분산하기 위해 사업비 약 7,500억 원을 투입, 안섬포구와 평택시 우정읍을 연결하는 8.3km 구간의 ‘제2서해대교(당진-화성)’ 건설을 추진한다. 

도심 구간의 극심한 정체를 막기 위한 ‘국도 32호선 우회도로 건설’은 현재 KDI에서 타당성 검토가 진행 중이며, 오는 7월 내 통과를 목표로 행정력을 집중하고 있다.

이와 함께 면천 IC에서 당진 시내로 이어지는 시도 1호선을 지방도로 격상한 ‘지방도 609호선 4차선 확포장’ 사업이 도 설계를 마치고 조기 착공을 앞두고 있다. 

기존 시도 15호선과 16호선을 통합·격상한 ‘오도-당진간 4차선 확포장(7.8km)’, 법정도로 지정을 완료한 ‘고대-우두동 신설 도로 개설’도 함께 추진된다. 아울러 ‘우강 송산지구’는 준주거지역으로 용도를 상향하는 지구단위 재정비를 통해 용적률과 건폐율을 높이고 지역 개발을 활성화할 방침이다.

시민들의 이동 편의를 높이기 위한 생활 밀착형 교통 대책도 구체화됐다.

주말과 휴일 늦은 시간대 귀가 불편을 해소하고자 ‘서울 강남고속버스터미널행 버스 증차’를 추진하고, 도시 확장에 발맞춰 ‘시내 순환 버스 노선’을 대폭 확충한다. 

대중교통 소외 지역 주민들에게 호응이 높은 ‘행복버스’도 증차와 함께 노선을 늘려 농어촌 어르신들의 발이 되어줄 예정이다. 고질적인 주차난을 해결하기 위해서는 유휴지를 활용해 도심 전역의 공영 주차장을 확보하고, 공동주택 인근 토지를 매입해 ‘아파트 단지별 공용 주차장’을 넓혀가기로 했다.

시민들의 삶에 여유를 더할 대형 녹지·공원 인프라 구축에도 탄력이 붙는다.

현재 약 300억 원의 보상비가 투입되어 실시설계가 진행 중인 ‘명품호수공원’에는 키즈카페, 음악분수대, 어린이공원, 문화센터, 도서관, 반려견 놀이터 등이 들어서는 복합 문화 공간으로 꾸며진다. 이미 녹지 공간을 확보한 당진 3·4지구(우두동)에는 16,000여 평 규모의 명품공원이 조성된다.

정미면 수당리 일원에는 휴양림 55ha, 치유의 숲 50ha 규모의 ‘자연휴양림 및 치유의 숲’을 조성해 중부권의 새로운 힐링 거점을 다지며, 고대면 옥현리 일원에는 삼선산 수목원과 연계한 대규모 ‘지방 정원’을 선보인다. 

주민들의 건강 증진을 위해 각 읍면동 수요를 반영한 맨발 황토길 산책로와 세족장 등 편의시설도 확충할 계획이다.

기후변화에 대응하고 시민의 생명을 지키기 위한 선제적 안전 시스템도 촘촘하게 구축된다.

상습 침수 피해를 막기 위해 자체 용역을 진행 중인 ‘삽교호 준설’ 사업은 결과를 바탕으로 환경부와 농림축산식품부에 국비 지원을 정식 요청할 계획이다. 

또한 삽교호, 남원천, 역천 등 주요 하천에 수문 자동화 관리가 가능한 ‘스마트 홍수관리시스템’을 도입해 기습 폭우 등 재난 상황에 신속하게 대응하기로 했다. 

이 밖에도 보행 약자를 배려한 도시 설계를 도입해 전역의 노후 보도블록과 안전펜스를 일제히 정비하는 ‘보행 환경 정비 사업’을 추진해 시민들의 안전한 보행권을 보장한다.
