선거철마다 도시 전역을 도배하며 주민 안전을 위협하고 도시 미관을 해치는 고질적인 ‘정당 현수막 난립’ 현상에 대해 충청남도가 전방위적인 강제 정비 조치에 착수했다. 

충남도는 내달 3일 실시되는 제9회 전국동시지방선거가 깨끗하고 공정한 환경 속에서 치러질 수 있도록, 선거 당일까지 불법 정당현수막에 대한 단속과 철거 강도를 대폭 높이겠다고 18일 선언했다.

도는 매년 주기적으로 진행해 온 일상적 정비 수준을 넘어, 올 초 선거 정국이 본격화된 지난 1월부터 건축도시국을 사령탑으로 삼아 촘촘한 행정 방어벽을 구축했다. 

여기에는 시군 지자체는 물론 선거관리위원회, 도 경찰청, 옥외광고협회 등 유관 기관이 전격 참여하는 ‘도 주도형 거버넌스 협업체계’가 중심에 있다.

그동안 충남도는 선제적 예방 조치와 가이드라인 전파에 공을 들여왔다. 지난 2월에는 선관위와의 긴밀한 조율을 거쳐 예비 입후보자 설명회 현장에서 정당현수막 우선게시대의 올바른 활용법과 세부 규격을 일일이 안내했다.

행정대집행 과정에서 발생할 수 있는 마찰을 방지하기 위해 경찰관 입회와 신원 확인 등 실무적 공조 체계를 다졌으며, 상습 위반 구역을 중심으로는 시군과 경찰이 합동으로 야간·주말을 가리지 않는 기습 단속을 전개하고 있다. 

동시에 도내 전자현수막 게시대 등을 통해 법령 준수를 유도하는 공익 홍보를 병행해 정당들의 자발적인 참여를 독려하는 분위기다.

행정 당국의 현미경 단속 결과, 지난 4월 말 기준 도내에서 게시 기간 초과나 금지 장소 설치 등으로 적발되어 강제 철거된 불법 정당현수막은 무려 3,197건에 달하는 것으로 집계됐다.
