충남 보령시가 장기간 이어온 상하수도 요금 동결 기조를 깨고 가파른 재정 적자 해소와 낙후된 수질 인프라 개선을 위한 전격적인 요금 현실화에 돌입한다.

시는 시민들의 가계 부담 완화와 공공요금 안정을 위해 지난 2020년 이후 6년간 묶어두었던 상하수도 요금을 오는 7월부터 단계적으로 인상한다고 18일 밝혔다. 

그동안 시는 수돗물 생산원가보다 낮은 수준으로 요금을 유지하며 재정적 손실을 감수해 왔으나, 서해안권 유수율 제고와 노후 관로 교체 등 대규모 시설 투자가 한계에 봉착하자 이 같은 결단을 내린 것으로 풀이된다.

이번 개편의 핵심은 복잡했던 가정용 수도요금의 누진제 폐지와 단일화다. 기존에는 사용량에 따라 ㎥당 880원부터 최대 1,990원까지 차등 부과하던 누진 체계를 버리고, 오는 7월부터는 사용량과 관계없이 ㎥당 1,000원의 단일 요금을 적용한다. 

이후 단계적 인상 로드맵에 따라 2027년 1,060원, 2028년 1,120원, 2029년 1,180원으로 매년 5.5%씩 요금이 상향 조정된다. 이에 따라 월평균 20㎥를 소비하는 보통 가구의 경우, 올해 7월부터 기존보다 매달 1,000원을 더 내야 하며, 내년부터 2029년까지는 매년 월 1,200원 안팎의 추가 부담이 발생할 전망이다.

보령시는 이번 요금 인상을 통해 확보되는 세입을 오롯이 맑은 물 공급을 위한 인프라 고도화에 투입한다는 방침이다. 

구체적으로는 고질적인 누수의 원인이었던 노후 상하수도 관로 정비, 배수지 및 정수 시설의 현대화, 하수처리장 증설 등에 재원을 집중 배정한다. 

이를 통해 고질적인 누수율을 획기적으로 낮추고 기후변화에 대응하는 안정적인 수자원 관리 시스템을 구축하겠다는 구상이다. 

시 관계자는 고물가 시대에 요금 인상을 결정하게 되어 송구스럽다며, 지출되는 비용이 아깝지 않도록 고품질 수도 서비스와 엄격한 수질 관리로 보답하겠다고 말했다.
