‘어궁동 창업 생태계’ 확장 선언, 직·주·락 결합된 청년 창업타운 조성 박차

‘미래 선도 글로벌 혁신도시’ 구현 위한 5대 핵심 정책 과제 공개

정용래 더불어민주당 대전 유성구청장 후보가 유성구를 세계적인 창업 중심 도시로 도약시키기 위한 청사진을 펼쳐 보였다.

정 후보는 18일 오전 대전시의회 기자실에서 간담회를 열고, 자신의 ‘1호 공약’을 포함한 창업 및 지역 경제 분야의 핵심 마스터플랜을 발표했다.

이 자리에서 정 후보는 “민선 8기 재임 시절부터 어은동과 궁동(어궁동) 일대를 중심으로 혁신적인 창업 생태계를 다지는 데 행정력을 집중해 왔다”고 돌이켜보며, “앞으로 이 생태계를 한 단계 더 확장하고 안정적으로 안착시키기 위해 ‘글로벌 스타기업 육성을 위한 지역투자 펀드’를 전격 조성하겠다”고 공언했다.

정 후보가 제시한 ‘지역투자 펀드’는 공공 기금과 민간 자본, 정부의 모태펀드 등을 긴밀하게 연계해 시너지를 내는 정책 펀드다. 조성된 재원은 유망 스타트업의 기술 실증(PoC)과 국내외 판로 개척 등을 집중 지원하는 데 쓰인다. 

펀드 운용 기간은 총 8년으로 설정됐으며, 전문 운용사 공모를 거쳐 단계별 출자 및 투자금 회수, 그리고 재투자로 이어지는 건강한 자본 선순환 구조를 확립한다는 구상이다.

창업 전 주기를 아우르는 인프라 구축 안도 함께 내놨다. 정 후보는 청년 인재들이 유성에 둥지를 틀고 정착할 수 있도록 일자리와 주거, 문화 여가가 한데 어우러진 ‘직·주·락(職住樂)형 창업타운’ 조성을 가속화하겠다고 밝혔다. 

이를 위해 청년 특화 주택을 대폭 공급하는 한편, 지역 내 유휴 공공시설과 빈 점포를 리모델링해 도심형 창업 교육 공간 및 청년들을 위한 문화·예술 공연장으로 탈바꿈시킬 계획이다.

이날 정 후보는 유성의 미래를 바꿀 5대 정책 기조도 함께 공개했다. 

‘미래를 선도하는 글로벌 혁신도시’라는 슬로건 아래, 글로벌 스타기업 육성 지역투자 펀드 조성 ,지역 기반 창업타운 구축 ,골목상권 고도화를 통한 지역경제 활성화 ,외국인 정주 여건 개선 및 글로벌 포용도시 조성 ,스마트경로당 3.0 등 지능형 배움·여가 공간 확대 등을 역점 추진한다.

정용래 후보는 “지속 가능한 성장과 국가 경쟁력 확보를 위해서는 이제 지방 도시도 세계 주요 도시들과 당당히 경쟁할 수 있는 독자적인 체급을 갖춰야 한다”라며 “지역투자 펀드 조성을 신호탄 삼아 유성구를 대한민국을 대표하는 창업 메카로 반드시 완성하겠다”고 역설했다.

한편, 복지와 문화에 이어 창업 분야 공약 발표까지 마친 정 후보는 본격적인 정책 대결에 나선다. 

오는 19일 대전MBC 후보자 토론회를 시작으로 28일 TJB 토론회, 각종 대담 및 인터뷰 등을 소화하며 유성구의 미래 비전과 세부 실행 과제들을 구민들에게 상세히 전달할 예정이다.
