세종시의회는 14일 시의회 대회의실에서 ‘2026년 제2차 자체법제교육’을 실시했다고 밝혔다.

이번 교육은 자치법규 입안과 검토 과정에 대한 이해를 높이고, 상위법령에 부합하는 합리적이고 적법한 조례 제정을 지원하기 위해 마련됐다.

특히 조문의 형식과 체계, 본칙 및 부칙 구성 등 자치법규 입안의 기본 원칙부터 실제 조례안 작성 실무까지 폭넓게 다뤄 실무 활용도를 높이는 데 중점을 뒀다.

이날 강의는 법제처 법제교육과 박일남 서기관이 맡아 ▲법령의 기본 구조 ▲자치법규의 기본 형식 ▲법령 용어와 표현 ▲자치법규 입안 실무 등을 중심으로 진행했다.

임채성 의장은 “지방의회의 역할이 확대됨에 따라 자치법규 입안 역량의 중요성도 더욱 커지고 있다”며 “앞으로도 실무 중심의 교육을 지속적으로 추진해 시민에게 신뢰받는 전문적인 의회를 만들어 가겠다”고 말했다.

한편 세종시의회는 자체법제교육 연간계획에 따라 의회운영 기본 과정, 의정지원 실무 과정, 기본 법·제도 과정, 행정사무감사 및 예·결산 대비 과정 등을 운영하며 의회사무처 직원들의 직무 전문성과 의정지원 역량 강화를 지속적으로 추진할 예정이다.

The Sejong City Council announced that it held the "2nd In-House Legislative Training of 2026" on the 14th at the Council's main conference room.

This training was organized to enhance understanding of the process of drafting and reviewing local ordinances, and to support the enactment of rational and lawful ordinances that comply with higher-level laws.

In particular, the focus was placed on increasing practical applicability by broadly covering everything from the basic principles of drafting local ordinances—such as the format and structure of articles and the composition of main and supplementary provisions—to the practical aspects of drafting actual ordinance bills.

The lecture on this day was led by Secretary Park Il-nam of the Legislative Education Division at the Ministry of Government Legislation, and covered topics including the basic structure of laws, the basic format of local ordinances, legal terminology and expressions, and practical aspects of drafting local ordinances. Chairman Lim Chae-seong stated, “As the role of local councils expands, the importance of the capacity to draft local ordinances is growing even more,” adding, “We will continue to promote practical, hands-on training to build a professional council trusted by citizens.”

Meanwhile, in accordance with its annual internal legislative education plan, the Sejong City Council plans to continuously strengthen the job expertise and legislative support capabilities of its Secretariat staff by operating courses such as the Basic Council Operations Course, the Practical Legislative Support Course, the Basic Laws and Systems Course, and the Preparation Course for Administrative Audits and Budget and Settlement.
