장기수 더불어민주당 천안시장 후보가 시민의 생명을 지키는 민간 안전 조직의 현장 목소리를 시정의 뼈대로 삼겠다며 ‘협력 행정’에 대한 강력한 의지를 드러냈다.

장 후보는 6일 천안시 재난구조단연합회(연합회장 조의상)와 정책 간담회를 열고 민간 재난 대응 체계 강화를 위한 실질적인 지원 방안을 논의했다. 출마 선언 이후 시민사회 및 직능단체와 꾸준히 소통하며 현장 맞춤형 정책을 발굴해 온 장 후보의 ‘정책 중심 선거’ 행보 중 하나다.

이날 간담회에서 재난구조단 측은 구조용 보트·차량 등 장비 노후화로 인한 현장 대응의 한계와 부족한 활동 지원, 장비 보관 및 사무 공간 결여 등 열악한 운영 환경을 토로했다. 

조의상 연합회장은 “남다른 사명감으로 활동하고 있으나, 현장 대응을 뒷받침할 행정적 지원은 턱없이 부족한 실정”이라며 고충을 전했다.

이에 대해 장 후보는 재난구조단을 “단순한 협조자가 아닌 시민의 생명을 함께 지키는 행정의 동지이자 파트너”로 규정하며, 즉각적인 시정 개선 과제로 해결책을 제시했다.

특히 장 후보는 “단체별 활동 특성의 차이는 존재하지만 지원에 있어 차별은 없어야 한다”며, ▲장비 현대화를 위한 예산 확보 ▲보조금 현실화를 위한 관련 조례 개정 ▲임기 내 전용 공간 확보 등 구체적인 로드맵을 발표했다.

그는 “전수 조사를 통해 각 단체의 상황을 면밀히 파악하고, 모든 단체가 자부심을 갖고 활동할 수 있는 차별 없는 지원체계를 구축하겠다”고 강조했다.

장기수 후보는 “재난 대응은 현장과 행정이 맞물릴 때 비로소 완성된다”며, “시정 운영의 모든 뼈대를 현장의 목소리에서 찾고, 다양한 지역 단체와 어깨를 나란히 하며 함께 안전한 천안을 만드는 협력 행정을 반드시 실현하겠다”고 덧붙였다.
