하상도로 6.42km 구간 지하차도 전환…

이장우 국민의힘 대전시장 예비후보(이하 후보)가 도심 교통 체계와 환경을 동시에 혁신하는 야심 찬 도시 재생 구상을 내놓았다. 

이 후보는 6일 오후 자신의 선거캠프에서 기자회견을 열고, 대전천 하상도로를 지하화해 생태·친수 공간으로 탈바꿈시키는 ‘대전천 리버뷰 프로젝트’를 핵심 공약으로 발표했다.

그동안 대전천 고수부지 하상도로는 상습적인 침수 피해와 도시 경관 훼손, 원도심 주거환경 저하 등 다양한 문제의 원인으로 지적받아 왔다. 

이 후보는 이번 프로젝트를 통해 “도로는 지하로, 자연은 시민에게로”라는 기치를 내걸고, 대전천을 중심으로 원도심과 신도심을 잇는 대한민국 최고의 수변도시 모델을 만들겠다는 전략이다.

프로젝트의 핵심은 동구 천동에서 서구 둔산동까지 이어지는 하상도로 총 13km 구간 중 6.42km를 승용차 전용 지하차도(하저터널)로 전환하는 것이다. 

왕복 4차로의 병렬터널로 설계될 이 지하차도는 총 6700억 원의 사업비가 투입될 예정이며, 이 후보는 우선 민간 투자 사업 방식으로 추진한 뒤 재정사업 전환을 면밀히 검토하겠다는 방침이다.

이 후보는 이번 공약의 기대 효과로 도심 공간 입체화를 통한 도시 경쟁력 강화 ,친수공간 확대를 통한 쾌적한 주거환경 조성 ,교통 흐름의 효율적 최적화 ,원도심과 신도심을 관통하는 경제벨트 형성 등을 꼽았다.

이장우 후보는 “하루 최대 7만 3000여 대의 교통량을 수용해야 하는 현실을 감안할 때, 기존 방식이 아닌 입체적인 교통체계로의 전환이 시급하다”며, “단순한 도로 건설을 넘어 환경과 경제를 아우르는 도시 대전환 프로젝트로서, 대전의 도시 자산 가치를 획기적으로 끌어올릴 것”이라고 강조했다.

한편, 지난 4일 ‘무궤도 트램을 활용한 도시철도 3~6호선 임기 내 개통’을 1차 교통혁명 공약으로 내세웠던 이 후보는 이번 프로젝트를 두 번째 핵심 공약으로 발표하며, 대전의 교통과 도시 인프라를 전면적으로 재설계하겠다는 강력한 의지를 표명했다.
