김하균 세종시장 권한대행은 6일 "시민 고통 앞에 책임 다하는 것이 행정의 역할"이라고 말했다.

 

김 권한대행은 이날 시청에서 열린 직원 소통의 날 행사에서 이번 조치원 화재 사고에 행정적 역량을 집중한 배경으로 행정력 투입 없이는 시민의 고통이 매우 클 수밖에 없었던 점을 들었다.

 

그는 “민간 아파트 일이라며 발을 빼는 것은 공무원의 도리가 아니”라며 “공무원은 재난이 발생했을 때 어디에 있었는지 시민 앞에 떳떳하게 말할 수 있어야 한다”고 역설했다.

 

이어 “현장 관리소장과 안전 관리자가 사고 수습 역량을 발휘하기 어려운 극한 상황에서 시가 개입하지 않았다면 정전 속에서 주민들의 고통은 3주 이상 지속됐을 것”이라고 역설했다.

 

시는 지난 1일 조치원읍의 한 아파트에서 발생한 화재와 이어진 정전 사태에 대응하기 위해 현장에 지역재난안전대책본부를 구성, 직원들을 급파해 주민 불편 최소화를 위한 각종 지원에 나선 상태다.

 

그러나 일각에서는 민간 공동주택에서 발생한 화재와 정전 사고임에도 행정기관이 과도하게 개입한 것 아니냐는 비판이 일고 있다.

 

이에 대해 김 권한대행은 지난 1일 오후 10시 40분경 사고 현장에 도착했을 당시 상황을 회상하며 재난 판단의 근거를 들었다. 

 

김 권한대행은 화재를 완전히 진압한 이후에도 비상 발전기가 가동되지 않아 1,429세대 주민들이 정전 상태에서 극심한 공포와 추위에 떨고 있었다고 설명했다.

 

현장에는 고열에 시달리는 어린아이를 안고 발을 동동 구르는 어머니, 거동이 불편한 어르신 등 144세대의 취약계층이 포함되어 있었다. 

 

김 권한대행은 “자신의 의지로 몸과 마음을 움직이기 어려운 시민을 돕는 것이 행정의 본질”이라며 “당시 기온이 급격히 떨어지는 상황에서 주민들을 정전 속에 방치할 수 없었다”고 설명했다.

 

신속한 복전 작업을 위해서는 화재 감식을 위한 현장 보존 조치가 해제되어야 했지만, 마침 시기적으로 연휴 기간과 겹쳐 국립과학수사연구원의 화재 감식은 6일 이후에나 가능한 상황이었다.

김하균 권한대행은 “단순 정전으로 처리할 경우 주민들은 연휴 내내 아무런 자구책 없이 암흑 속에서 기다려야 했다”며 “우리 시가 재대본을 구성하고 강력히 대처해야만 행안부와 국과수 등 중앙 부처를 움직일 여지가 생긴다고 판단했다”고 밝혔다. 

 

실제로 재난 상황으로 전환한 뒤에야 행안부 협조를 통해 국과수 감식을 연휴 중인 2일로 앞당길 수 있었고, 이는 전체 복구 기간을 획기적으로 단축하는 결정적 계기가 됐다.

 

그러면서 김하균 권한대행은 이번 판단에 대한 책임이 전적으로 본인에게 있다고 설명하며 “직원들은 오직 시민만을 바라보고 평상시 재난 대응 역량을 키우는 데 집중해 달라”고 당부했다.
